She has 15 years of experience in the field of scientific and pedagogical work, including 11 years of pedagogical work at the higher educational institutions.
Sh.S. Suleymanova gives lectures at a high scientific and methodological level, conducts seminars and practical classes on media policy, ethno-politics and conflictology of mass media.
Sh.S. Suleymanova studies and summarizes her work experience as evidenced by her numerous publications used at the Russian Presidential Academy of National Economy and Public Administration. She has also published several teaching aids for students and always takes an active part in the faculty scientific and practical conferences.
Combining her work at the Academy with the work at the Voice of Russia Radio Station, she regularly prepares texts and audio materials discussing the current regional political and ethno-political problems.
In 2003, Sh.S. Suleymanova defended her PhD thesis on the topic: “Information support for the implementation of the state national policy of the Russian Federation (on the example of the North Caucasus).” In 2011, she defended her doctoral dissertation on the topic: “Socio-political self-determination of the peoples of the North Caucasus as a part of Russia: historical and political analysis,” the dissertations were defended at the Chair of national and federal relations of the RAGS under the President of the Russian Federation.
In 2009, Sh. S. Suleymanova published monograph “National policy of Russia and the media (1990-2000): theory and practice.” The monograph is devoted to an urgent problem – the role of mass media in the implementation of the state national policy of the Russian Federation. The undoubted advantage of the study is that a number of its conclusions and generalizations are based on the personal professional experience of the author, who was an employee of Radio Kavkaz of the Voice of Russia Radio Station for 15 years. The work, as is clear from the analysis of scientific literature, was one of the first to analyze the informational impact on ethno-political processes in the specified region. From this point of view, Sh.S. Suleymanova’s work was highly demanded and timely study. It was tested during the author's program “Peace to the Caucasus” conducted by Sh.S. Suleymanova from 2007 to 2010.
A number of articles on topical issues of modern Russia in the North Caucasus were published in the socio-political journals recommended by the Higher Attestation Commission of the Russian Federation Ministry of Education and Science, among them: “Sociology of Power,” “Art and Education,” “Social and Humanitarian Knowledge,” “Bulletin of the Adygea State University,” “News of the Higher Educational Institutions of the North Caucasus Region,” “Ethno-socium and Interethnic Culture,” Bulletin of the RUDN, the series “Ecology and life safety,” and “Bulletin of the University" (GUU). Since 1998, Sh. S. Suleymanova is a member of the Russian Union of Journalists.
For her contribution to the improvement of the work of the Free Chechnya radio station in the period of a counter-terrorist operation, she was awarded a Certificate of Honor (Decree No. 233-p of 2002). The Ministry of the Russian Federation for Press, Broadcasting and Mass Media expressed gratitude to Sh. S. Suleymanova (Decree No. 602-p of 2003) for the great contribution to the preparation of broadcasting programs for the Chechen Republic.
She was awarded the honorary title of Honored Worker of Culture of the Republic of Ingushetia (Decree No. 471 of December 23, 2005) for her long-term conscientious work and her efforts in the field of culture.

Publication Ethics
In accordance with the publication ethics and standards adopted by the leading international academic publications, the editorial board of the Issues of National and Federative Relations review has compiled ethic principles obligatory for all publication process participants, including authors, reviewers, members of the editorial board and editor-in-chief.
Responsibility of the authors
• By sending his/her article to the editorial board of the Issues of National and Federative Relations review, the author confirms that it offered for publication for the first time and has not been previously either sent to any other review or published in any other publication.
• The responsibility for the content of the article rests with the author. The article has to contain only original academic research and data. If the author uses data received by other researchers, he/she has to give relevant references.
• The author is responsible for the intent or non-intent use of somebody else’s text without relevant reference (plagiarism). Unauthorized borrowing of any element of other person’s article (text, statistic data, etc.) is absolutely not permissible.
• The author is responsible for providing true information about the financial support of the project described in the article and persons who participated in the research.
• In case an author finds a serious error or inaccuracy in his/her article that has already been published, the author has to immediately inform editor-in chief or the secretary of such error or inaccuracy in order to correct it or amend the article. If the editor or secretary learns about a serious error made by an author in his/her article from a third person, he/she has to inform the author, who, in his/her turn, has to as quickly as possible present an amended version of the article or submit to the editorial board a proof that his/her article contains true data.
• The author has the right to initiate a publication of his/her article that has already been published in another language. Such a case shall be additionally considered by the editorial board in accordance with the ethical principles.
Responsibility of the Editor-in Chief
• The editorial board of the Issues of National and Federative Relations review accepts only articles that have never been previously published and contain a high percentage of original material. In case it turns out that a submitted article contains up to 50% of the text borrowed from other publications, as revealed by the Anti- plagiarism program, the editorial board reserves the right to reject the article and not to publish it.
• The editor is responsible for the decisions on the publication of submitted articles that he/she takes. The principle reason for refusing to publish an article shall be an absence of academic value.
• Neither the editor-in chief nor members of the editorial board shall disclose information about the submitted articles to anybody, except for a narrow group of people directly connected with the articles and participating in their publication.
• While evaluating an article, the editor-in chief shall pay special attention to the original information contained in it. The editor-in chief shall not under any circumstances use information contained in the articles in his/her own research or any other personal purposes. Such information may be used only after an official publication of the article and only with the reference made in accordance with the generally accepted rules and standards.
• The editor-in chief shall not demand authors to cite articles previously published in the Issues of National and Federative Relations review in order to increase the scientometrical figures of the review.
• The editor-in chief shall evaluate the content of the articles impartially, irrespective of the race, gender, sexual orientation, religious beliefs, nationality, citizenship and political views of the author.
Responsibility of the Reviewer
• The reviewing of the articles shall be confidential and anonymous. In particular, the author shall not be informed as to who is writing a review of his/her article. But the name of the reviewer may be advised to the author in case the reviewer wishes so.
• The reviewer не shall not disclose information about the articles he/she is reviewing to any third person.
• The reviewer shall not use in his/her work any materials contained in the article submitted for reviewing prior to the official publication of the article.
• In case a reviewer, who has positively evaluated an article, expresses some important comments, then after a discussion at the meeting of the editorial board of the relevant comments, they may be published in the review and the author, in his/her turn, may publish his/her responses to such comments.
• The reviewer shall consider an article with the time limits set by the Reviewing Rules developed by the editorial board of the Issues of National and Federative Relations review. In case the reviewer cannot submit the review within the set period of time, he/she has to inform the editorial board accordingly.
• While reviewing an article, the reviewer shall be just and impartial. The only criteria for evaluating an article shall be its academic value. No decisions shall be taken proceeding from the reviewer’s personal preferences.
Conflict of interests
• All interested parties shall try to avoid any form of conflict of interests at all stages of submission, consideration and publication of the article. In case a conflict situation appears, its participants shall immediately inform the editorial board of it. This rule also acts in case of a violation of the general accepted ethical norms or principles.
Procedure for reviewing manuscripts submitted to the editorial office of the scientific journal “ISSUES OF NATIONAL AND FEDERAL RELATIONS”
Manuscripts of all articles submitted to the editorial board are subject to mandatory double blind review. The reviews are carried out by candidates or doctors of sciences specializing in the issues raised in the article. The author or co-author of the reviewed work cannot be its reviewer.
Each manuscript submitted to the editorial office is sent to a member of the Editorial Board or a reviewer who specialize in the topic of the article.
Reviews are discussed by the editorial board and serve as a basis for accepting or rejecting the manuscript. Each review should be signed by the reviewer stating his/her surname, first name and patronymic, the date of the review, the academic degree, academic title and position of the reviewer.
The reviews should objectively evaluate the article and contain a comprehensive analysis of its scientific and methodological advantages and disadvantages. The reviews are supposed to include the following provisions:
– relevance of the submitted article;
– scientific novelty of the research considered in the article;
– significance of the results obtained by the author for the further development of theory and practice in the field of knowledge under consideration;
– the quality of the article design: style, terminology, and wording.
The review should contain reasonable conclusions about the manuscript as a whole and a clear recommendation on the expediency of its publication in the journal or the need for its revision.
If the manuscript does not meet one or more criteria, the reviewer indicates in the review the need to finalize the article and gives recommendations to the author to improve the manuscript (indicating the inaccuracies and errors made by the author). The editorial board informs the author of the review result. Articles modified by the author are re-sent for review to the same reviewer who made critical comments, or to another at the discretion of the editorial board.
If the author does not agree with the reviewer's comments, he/she may apply for a second review or withdraw the article.
The final decision on the expediency of publication after review is made by the editorial board.
The editorial board of the journal does not keep manuscripts that are not accepted for publication. Manuscripts accepted for publication are not returned.
The editorial board sends copies of reviews or a substantiated refusal to the authors of the submitted materials, and also undertakes to send copies of reviews to the Ministry of Education and Science of the Russian Federation when a corresponding request is received by the editorial board of the journal. The reviews are kept at the editorial office of the journal for 5 years.

Requirements for articles submitted to the editorial board of the scientific journal “ISSUES OF NATIONAL AND FEDERAL RELATIONS”
1. The topics of the articles should correspond to the profile of the journal. The submitted texts may be prepared by one or several authors. The submitted materials must be relevant and have scientific and practical significance, they are also supposed to meet the requirements for scientific publications.
2. All articles submitted to the editorial office of the scientific journal "Issues of National and Federal Relations" are subject to mandatory verification in the Anti-Plagiarism system. The original text of each article should constitute at least 85%.
3. The volume of each article is up to 15 pages of typed text. The font of the text is Times New Roman, font size is 14, line spacing is 1.5, all sources should be indicated by bibliographic references.
4. References are to be given in the text in square brackets, in which the first digit indicates the number of the source in the bibliographic list, the second, after the capital letter “P” indicates the page number in the source (for example, [1. P. 26]; a link to several sources is indicated as follows [1. P. 126; 4. P. 43]). References to notes are given in parentheses, for example (1).
5. Each submitted material is supposed to include the title in Russian and English, an abstract and a list of keywords in Russian and in English, as well as a bibliographic list in alphabetical order. Each author is supposed to indicate his/her surname, first name and patronymic (in full), academic degree, academic title, position, and official name of the place of employment in Russian and English. The contact phone number and e-mail address must be specified.
6. Requirements for an abstract. The abstract should disclose the issues covered by the scientific article, its purpose, as well as the obtained results. Recommended structure of the abstract is an introduction, goals and objectives, methods, results, and conclusions. The information contained in the title of the article should not be repeated in the abstract. Historical references, descriptions of previously published works and well-known provisions are not to be included in the abstract. The recommended abstract length is from 200 to 250 words.
7. Entries in the bibliographic list (list of references) should be numbered, each entry should be typed from a new line under an ordinal number. The numbering of references in the bibliographical list should correspond to the references in the text of the article. In the bibliographical list, all works are listed in alphabetical order. The bibliographical list contains only titles referred to in the article. All sources in the bibliographical list should be given in accordance with GOST R 7.0.5-2008.
8. All materials are submitted to the editorial board in electronic form (by e-mail).
9. All articles are subject to mandatory double blind peer review. Reviews of the articles on the most relevant and controversial issues may be at the decision of the editorial board published in the same issue of the journal.
