RUSSIAN ELECTION AS A FACTOR OF A FEDERAL RELATIONS INSTITUTIONAL DEVELOPMENT

Considering the elections as an essential component of federal relations, the author analyzes the electoral law and the legal issues affecting the legal issues of delimitation of the federal government and regions of the federation. It is hold idea that the election - is the core mechanism of change and development of federal relations and the main form of political people's will in the region as a source of regional governments. Then it is a brief analysis of the regional elections transformation various stages in post-Soviet Russia, and assess their impact on the development of federative relations. The author examines in detail the regional elections as a factor shaping the regional political elite and seeks to identify trends of The Electoral Institute in Russia.

THE MAIN FEATURES OF FEDERALISM IN THE RUSSIA AND THE USA (COMPARATIVE LEGAL ANALYSIS)

This article is devoted to comparative investigation of the genesis of Russian and American federalism under its historical evolution. As a result of this research we can see that the federalism implies the whole spectrum the phenomena and relations immediately associated with federative form of state structure. Despite of usage of common model of federalism, like competitive federalism, federative structure in Russia and the USA have more distinctions then resemblances.

SOME STRATEGIC APPROACHES TOWARDS ACHIEVING SOCIAL AND POLITICAL STABILITY IN THE “RUSSIAN CAUCASUS” UNDER NEW CIRCUMSTANCES

In the article, the author analyzes internal and external factors of social and political stabilization of the “Russian Caucasus”. He studies the role and place of the North Caucasus in Russia’s geopolitical interests. He insists on a need to search for new approaches in Russia’s Caucasian policy. The author puts an emphasis on the problems of correlation between ethnic, regional and civil political identity. After studying the North Caucasian Federal District, the author insists on reviewing its structure. In view of this, the author has formulated proposals for reforming the North Caucasian Federal District (NCFD).

FORMATION AND DEVELOPMENT OF MUNICIPALITIES IN THE NORTH CAUCASUS

In the article, the author analyzes the development of the local self-administration institution in the North Caucasian Federal District. The article says that although the federal and regional legislation is well developed, the district insufficiently takes into account the regional differences - social and economic, social and cultural, natural and geographical, historical and ethnic. The author says that lack of innovative attitude towards progressive methods in municipal administration and positive practice in carrying out the tasks of municipal administration prevails in the municipalities of the NCFD.
