THEORETICAL AND METHODOLOGICAL ASPECTS OF CONSERVATION AND DEVELOPMENT OF THE PEOPLES’ OF RUSSIA LANGUAGES

In the article, the author draws attention to the importance of further improvement of theoretical and methodological foundations of the language policy. He draws attention primarily to the issues of language and national identity, formation of literary languages and functioning of dialects, to the inter-relationship of state languages and accounting thereof in the national policy.

POLITICAL AND LEGAL FOUNDATIONS FOR PRESERVATION AND DEVELOPMENT OF THE BURYAT LANGUAGE IN THE REPUBLIC OF BURYATIA

The article analyzes the problems of preservation and development of the Buryat language in the Republic of Buryatia, the implementation of its functions as a state language, its application in the social and cultural spheres, improvement of education and information sphere. To address these and other questions it is necessary to further improve the legislation of the Republic of Buryatia in the fields of languages, education and culture.

LANGUAGES OF INDIGENOUS PEOPLES OF YAKUTIA AND PROBLEMS OF THEIR DEVELOPMENT

In this article, the authors discuss language problems of the indigenous small peoples of the North, in particular, Yakutia. Analyzing issues existing in this sphere, the author notes the decline in the use of the indigenous languages. They distinguish four classes of problems of indigenous languages: linguistic, social, humanitarian, informational and administrative.

NATIVE LANGUAGES AS A FACTOR OF IDENTITY AND UNIQUENESS OF THE PEOPLES OF DAGESTAN

The article addresses an important issue of preserving the unwritten languages in the modern Russian Dagestan. The author points out to the importance of preservation and development of native (milk or maternal) language as the main factor of preserving ethnic identity and self-identification, cultural characteristics and uniqueness of the Dagestan peoples. The article notes that indifference and poor decisions by state and local officials can lead to the complete disappearance of such languages.

THE CRIMEA AND RUSSIA: HISTORICAL AND LINGUISTIC ASPECT

The article deals with the accession of new territories of the Russian Federation in the form of federal subject in the case of the Republic of Crimea and Sevastopol city of federal significance. The author assesses the political instability in Ukraine, which led to the illegal seizure of state power in Kiev. Legitimately elected authorities of Crimea did not agree with such situation in Kiev. The author appreciates the actions of local legitimate authorities of Crimea on the self-determination of the peoples of the Crimea in order to preserve stability in the region and in order to join the Russian F ederation. Attempts to analyze developments by historical and other methods of analysis are made. Conclusions about the prevention of violence and ethnic conflicts in the region, protection of the population and the preservation of economic instability aft er the concerted action of the President and the Government of Russian Federation in this direction are made.

INCREASED IMPORTANCE OF THE ETHNO-CULTURAL VALUES IN THE CHANGING WORLD ORDER

The meaning and role of ethno-cultural factor in its broad review is still not fully appreciated. Ethnic culture in a changing world order is a necessary element of the international image of each country. The article is of interest not only by the desire of the author to reveal the ethno-cultural dominant in the life of society, but also to accumulate experience in strengthening civil and spiritual unity of each nation.

HARMONIOUS PURPOSEFUL INTERETHNIC AND INTERFAITH POLICY AS RUSSIA’S "SOFT POWER" TOOL IN THE INTERNATIONAL ARENA

At the turn of the Millennium the world history develops in three dimensions - globalization, regionalization and personalization. Globalization is a dominant, driving the international community to the comprehensive integrity. Regionalization dictates enhancement of the role and status of individual regions sometimes to the level of status of those state entities, the subjects of which they are. The personalization of international relations is reflected however in the protection of the rights and freedoms of every individual as a peremptory norm (jus cogens) of contemporary international law. The simultaneous effect of these three trends is accompanied by the inevitable clash of national, confessional, class, corporate and personal interests. Transnational corporations support the acceleration of globalization, the nation-states defend their territorial integrity, regions fight for self-determination and autonomy, and individuals assert their rights and freedoms. Under these conditions, the harmonization of processes of interethnic and interfaith interactions within individual states is particularly important to enhance the attractively of these respective states, to strengthen their "soft power" in the international arena. Russia is a huge multi-ethnic and multi-confessional state. That’s why its interethnic and interfaith policy’s example is especially important in the increasing clash of civilizations of the modern world.

POLITICAL MEDIATION IN THE CONDITIONS OF ETHNO-CULTURAL AND RELIGIOUS DIVERSITY

Today, humanity is objectively involved in the processes of radical global transformations of a contradictory and hardly predictable nature. On the one hand, the integration of peoples in a single political, economic and socio-cultural space expands and enriches the possibilities of a comprehensive ethno-cultural interaction. On the other hand, the emerging "global culture" is perceived by traditional ideologies as a tool of suppression of ethnic identity and a real threat to state sovereignty that provokes the mobilization and politicization of ethnicity in sub-regional (ethnic conflicts) and global scales (international terrorism). Theoretical understanding of the dynamics and prospects of development of modern inter-nation and inter-ethnic processes is impossible without the regard for their conflict potential and also without the development of technologies of their settlement – political mediation. The article discusses the role of new political institutions and political mediation in the conditions of ethnic, cultural and religious diversity.

CONSTITUTIONAL AND LEGAL BASIS AND THE PROCEDURE OF CRIMEA’S ENTRANCE INTO THE RUSSIAN FEDERATION

Entrance of the Crimean Peninsula and Sevastopol, the city of federal significance, in the constitutional and legal framework of the Russian Federation caused a flurry of conflicting opinions and accusations on the part of foreign political leaders, social activists, leaders of the new government in Ukraine and other actors of international relations. The mere precedent of "Crimean Spring" is unique in its structure and consequences for the entire global paradigm of relations. Of special interest is the issue of Western policy of sanctions against Russian economy and politics aimed at weakening political and economic leadership of Russia in a number of positions. These are the consequences or the so-called "feedback" from the European Union and the United States after the Crimea and Sevastopol’s entrance to the Russian Federation. This article investigates main constitutional and legal aspects of the accession of the Crimean Peninsula to Russia, its entry into the Russian constitutional and legal framework as well as major legal and theoretical structures legitimizing this process. In the same vein, the author discusses basic positions of international law and international community regarding the subject under consideration.
