GOVERNMENT CONSTITUTIONALISM OF COUNT N.P. IGNATIEFF AND HIS PROJECT OF ZEMSKY SOBOR

The process of Russia’s transition to the constitutional and legal form of state power has both socio-political and scientific relevance. It should be noted that this question was in demand in the national historiography and most prominent historians undertook analysis of government constitutionalism. Thus, virtually all the writings, which addressed the general problems of political history of Russia in the 18th- early 20th centuries, paid special attention to the attempts of constitutional reforms.

The study of the history of the issue allows us to reveal regularities in the formation of national historical science, to highlight its main steps and learn the specifics of government constitutionalism of count N. P. Ignatieff and his project of Zemsky Sobor.

ABOUT TRANSFORMATION OF ARTICLES OF THE FEDERAL LAW"ON POLITICAL PARTIES" IN THE CONTEXT OF THE RUSSIAN MULTIPARTY SYSTEM AND FEDERALISM

The article deals with the emergence and transformation of the Federal Law "On political parties" of July 11, 2001 № 95-FZ, after which existed before that time a one-party system, indicating that the occurrence of the Russian Federation of a new multi-party system as one of the essential foundations of the constitutional system in country. The author shows that multiple transformation of his articles occurred in the vector of increasing changes and additions, which was due not only to the strengthening of the vertical of power in order to prevent the collapse of the post-Soviet Russia, but also with the revival of a multiparty system and the emergence of a real democratic federalism to strengthen national unity and the Russian statehood.

THE POLITICAL SPACE IN THE CONTEXT OF SECURITY ISSUES

The authors examine the creative management practices in the field of security and the new technological order, which became part of Russia, as a prerequisite for the empowerment of civilization in the development of spatial boundaries, including the format of political relations. The struggle for dominance in the political space ‒ a kind of competition in local, regional, and global scales.

SOME FEATURES OF THE ADMINISTRATIVE SYSTEM THE NORTH CAUCASUS REPUBLICS

The article attempts to identify and analyze some of the key, in the author's opinion, the factors that have a more or less significant influence on the political modernization of the North Caucasus republics. The main attention is focused on the on the proof of the thesis, according to which one of these factors is to be the national administration principle of the system. It is shown that this principle is not always and not necessarily a prerequisite of solving the national question. Moreover, as shown by the examples of the USSR, Yugoslavia, Czechoslovakia, it may be in some way a factor of social and political instability, contradictions and conflicts, the result of which may be the disintegration of multinational states.

ETHNIC RELATIONS IN MOSCOW: EXPERIENCE AND PROBLEMS OF POLITICAL AND LEGAL REGULATION (RETROSPECTIVE ANALYSIS OF THE YEARS 1990 TO 2010) PART III

The article examines the state and development dynamics of ethnic relations in Moscow during the post-Soviet period (1990-2010). Attention is drawn to the new scale and factors of ethno-social and ethno-cultural processes, affecting the socio-psychological situation in the capital. The article discusses socio-cultural aspects of migration, the problems of the integration potential of the host society, adaptive capabilities of migrants. It presents a detailed analysis of the processes of institutionalizing ethnic communities in Moscow, forms of representation and mechanisms of interaction with the city authorities. The author focuses on social practices in the activities of municipalities and civil institutions in the sphere of ethno-cultural, different models of social partnership. The author notes that ethnic relations are integrated, requiring an integrated approach to their regulation, taking into account the many non-ethnic factors, on the one hand, and accounting for ethno-political, ethno-cultural factors in different areas of life of the community, on the other.

RELATIONSHIPS BETWEEN REGIONAL ACTORS AS STRUCTURAL ELEMENTS OF THE COMMUNITY STREAMING IN THE ETHNIC REGIONAL CONFLICTS

Among the different conceptual approaches to the understanding of the region as a streaming community, that is, a set of communities as well as tangible and intangible "things" unified by communication links as a result of network interactions. The article introduces the concept of topological political science that allows to combine different actors of a streaming community permitting to explore the flow as a whole for the sake of forecasting and managing social and political processes in the region.

KEY FACTORS OF FORMATION OF INTERNATIONAL RELATIONS IN THE NORTH CAUCASUS

In this article, the author refers to the actual topic of modern Russian inter-ethnic relations in the Northern Caucasus. The main factors and peculiarities of interethnic relations in the North Caucasus. Particular attention is paid to such an important issue as the specifics of administrative and territorial division of the North Caucasus and its impact on international relations in the region. It also discusses the risks of international relations caused by the intensification of religious extremists in the national republics of the North Caucasus.

LANGUAGE POLICY AND POLITICAL STABILITY IN MOLDOVA

The article analyzes the impact of language policy on political stability in Moldova as a post- Soviet state. The article gives a brief description of the language policy in the USSR. The author analyzes provisions of the Moldova legislation on the development of languages in the Republic, as well as the main trends of the language policy of Moldova Republic since the collapse of the USSR and makes conclusions regarding its role in the stabilization of the political system of the Moldovan state.

CANADIAN MODEL OF REGIONAL POLICY: ETHNO-POLITICAL ASPECT

Concise study of Canadian regional political model is undertaken with special bias to ethno-political factor which in a particular extent makes processes of dynamic relations between center and periphery more difficult. It is stressed in this article that permanent improvement of federal relations towards high-developed regionalism, stable rules and procedures give the opportunities for institutional mechanisms to adopt society to rapid changes of ethno-political situation and timely help government to positively react on civil society challenges. Author proves thesis that developed federalism is a main factor of de-escalation of contemporary ethno- political situation in Canada.
