PROBLEMS OF CODIFICATION OF REGIONAL ADMINISTRATIVE LIABILITY LEGISLATION (ON THE EXAMPLE OF THE MOSCOW REGION)

This article analyzes provisions of the draft Code of the Moscow Region on administrative offences. The author focuses on the concept of the Project, as well as on the "novels" of the Project in comparison with the acting laws of the Moscow Region establishing administrative liability. The work contains comments on the Draft and author's versions of its provisions.

EVOLUTION OF LOCAL GOVERNMENT IN RUSSIA: THE END OF MUNICIPAL AUTONOMY?

The article describes the evolution of local government in Russia. The author distinguishes several stages of development of the institute of local government. Much attention is paid to the constitutional foundations of local self-government. The author gave a clear description of the main provisions of the reform of local government 2014-2015.

INTERETHNIC RELATIONS AND NATIONAL IDENTITY IN MODERN RUSSIA: PROBLEMS AND DEVELOPMENT PROSPECTS

The article points to the systematic complexity of the interethnic relations under the conditions of modern political processes, combining global and local trends. As a result, in terms of "things" we witness formation of "composite identity", which is significantly at odds with the various proposed ideological trends of national identity "should" models. The authors insist on the revision of the basic theoretical constructs and models of society, through the prism of which the problem of interethnic relations is dealt with. They propose the concept of multi-component society and the theoretical construct of "cultural code" that fits well into it.

ETHNIC RELATIONS IN MOSCOW: EXPERIENCE AND PROBLEMS OF POLITICAL AND LEGAL REGULATION (RETROSPECTIVE ANALYSIS OF THE YEARS 1990 TO 2010) PART I

The article examines the state and development dynamics of ethnic relations in Moscow during the post-Soviet period (1990-2010). Attention is drawn to the new scale and factors of ethno-social and ethno-cultural processes, affecting the socio-psychological situation in the capital. The article discusses socio-cultural aspects of migration, the problems of the integration potential of the host society, adaptive capabilities of migrants. It presents a detailed analysis of the processes of institutionalizing ethnic communities in Moscow, forms of representation and mechanisms of interaction with the city authorities. The author focuses on social practices in the activities of municipalities and civil institutions in the sphere of ethno-cultural, different models of social partnership. The author notes that ethnic relations are integrated, requiring an integrated approach to their regulation, taking into account the many non-ethnic factors, on the one hand, and accounting for ethno-political, ethno-cultural factors in different areas of life of the community, on the other.

HUMAN RESOURCES OF THE ECONOMY IN THE CONDITIONS OF MODERNIZATION AND IMPORT SUBSTITUTION

In the article, the author analyzes the peronnel policy of Russia under the current economic conditions of sanctions and import substitution. The author notes that against the background of dramatic geopolitical transformations, global financial crisis, plummeting oil prices, critical to the national economy, as well as various sanctions declared by the countries with more advanced technology, Russia faces a daunting task of ensuring national security. For this purpose, it is necessary to modernize the infrastructure, including industrial production, energy, transportation and housing within a brief time period. At the same time, the development of productive forces is not possible without science and technological innovations.
