THE IMPACT OF POLITICAL CONSCIOUSNESS OF THE POPULATION ON THE STATE OF NATIONAL RELATIONS

The article is devoted to the study of social and social trends that affect the structure of political consciousness. In the course of the analysis found that ignoring the political elite ethno-political characteristics of regions could lead to political, economic and human loss. The solution is seen in the harmonization of interethnic relations in the North Caucasus region.

BASIC MODELS OF FORMATION OF INTERETHNIC RELATIONS IN THE REPUBLIC OF DAGESTAN: FEATURES & CORRECTION TECHNOLOGIES

In the article, the author researched relevant to current political science topics as interethnic relations in multiethnic regions of Russia, which he considers the example of the Republic of Dagestan. The author dwells on the analysis of the main models of formation of interethnic relations in Dagestan, identifies their basic characteristics and defines possible political correction technologies for the models of interethnic relations in the Republic.

ON THE PROSPECTS OF ACHIEVING THE UNITY OF THE CAUCASUS

The focus of the article is the author's question about the prospects of overcoming fragmentation and the conditions to achieve the unity of the peoples and the Caucasus states. After analyzing the real situation in the region, it is concluded that the main obstacle to peace and reconciliation in the region are ethno-territorial conflicts and conflicts generated by the complex of objective and subjective factors. With regard to all sorts of ideas to achieve the unity of the Caucasus region, they have a right to exist as an ideal, which should seek to achieve. But any significant progress in this direction, can only be achieved in the long term as the causes of contradictions and conflicts ravaging the region, will be eliminated.

FEATURES OF AN ELECTORATE'S VOTE IN A MULTINATIONAL REGION (ON THE MATERIALS OF THE REPUBLIC OF BURYATIA)

The article tells that in Russia the problem of ethnic voting is not paid a serious attention, and the notion of “ethnic voting” has not been finally worked out in the scientific literature. The author has made an attempt to contribute to the defining of the notion. Having analyzed the results of the exit-poll held on September 18, 2016, the author has made a conclusion that in multinational Republic of Buryatia there exist cases of voting for an ethnically identical candidate. But this fact seems to be of episodic and local character and is not a regularity of the social and political life of the Republic.

THE ROLE OF THE ETHNIC FACTOR IN REGIONAL CONFLICTS

Scientific understanding of the ethnic factor in regional conflicts is one of the most pressing social and political problems of the present. The conflict theory, there are different methodological approaches and interpretations of the complex socio-political phenomenon of our time. So, in this article the author analyzes the theoretical aspects of regional conflicts, as well as their role in the ethnic component.

INTER-PARTY CONFLICTS AS A SOURCE OF SOCIOPOLITICAL DEVELOPMENT

The article analyzes the problems of formation and development of the Russian multi-party system in the context of conflictological paradigm. It is argued that the conflict is one of the sources of sociopolitical development in modern Russia. The article outlines parameters of the development of a latent conflict between the parliamentary parties and the non-system opposition.

THE IMPACT OF THE ACCESSION PROCESS OF THE NEW SUBJECTS TO THE RUSSIAN FEDERATION TO THE DOMESTIC AND INTERNATIONAL POLITICAL STABILITY

The article deals with the accession to the Russian Federation in 2014 of the Crimean Peninsula that was previously a part of Ukraine, which gave the author an opportunity to speak about such new subjects of the Russian Federation as Sevastopol, a city of a federal importance, and the Republic of Crimea, and of the impact of such accession to the internal and external stability of Russia and the geopolitical situation.

SOME FEATURES OF THE TRANSITION TO DEMOCRACY IN THE REPUBLICS O THE NORTH CAUCASUS

The article attempts to analyze some of the most significant, in the author's opinion, factors that determine the conditions and nature of the transition of the national republics of the North Caucasus to the market economy and political democracy. It is shown that the formation and institutionalization of democracy - is not a single act but a process that requires a lot of time and efforts as the majority of the people and civil society and the state. After analyzing the determinants of the process it is concluded that the political regime, established in the republics is a so-called hybrid type, comprising elements of authoritarianism and Democracy.

ELECTIONS TO THE STATE DUMA OF THE SEVENTH CONVOCATION AT 206th (TUSHINO) SINGL-MANDATE CONSTITUENCY: FEATURES AND RESULTS

Each new election cycle in the Russian Federation gives to the rich soil scientists in political science to conduct fundamental and applied analyses occurring in its age events. Last cycle 2016 is no exception. The article is devoted to consideration of features of the electoral campaigns of candidates in single-mandate candidates to the post of the Deputy of the State Duma of the seventh convocation on 206th single-mandate constituency. The purpose of the study is to identify the technological features of election campaigns of candidates in single-mandate candidates and match them with the final results of the electoral race for 206th district as a whole. The study solved three tasks. The first task is to analyze the course and development of the electoral campaigns of the main candidates running in the electoral race in the 206th single-mandate constituency of the city of Moscow. The second task is to consider political and electoral technology used by political actors to shape public opinion in the active campaign period. The third task is to evaluate the effectiveness of the practical application of the channels of communication used by candidates to convey their messages to the electorate. The main research methods were: included observation of the process of the political actors in their electoral campaigns on the territory of the 206th single-mandate constituency of the city of Moscow; quantitative and qualitative content analysis of printed campaign materials distributed on behalf of the political actors during the electoral campaign; comparative analysis of political and election technologies used by the candidates in the electoral race. The results are presented in the form of a brief abstract conclusions summarizing all the important technological aspects that influenced the conduct and results of election campaigns of candidates. According to the survey peer assessment all analyzed campaigns political actors, as well as selected and disclosed innovative technologies in the field of electoral campaigns in the Russian Federation.

INTERNAL THREATS TO INFORMATION SECURITY OF THE RUSSIAN PUBLIC ADMINISTRATION AND WAYS OF PROTECTION FROM THEM

The subject researched in the article is connected with the realization of ideas aimed at the creation and maintenance of Russia's information space security. The article classifies domestic threats to the existing order of public administration in the Russian Federation from the point of view of political science. In this connection, according to the author, implementation of the state policy in the field of information security and protection of the state information resources is becoming more and more topical. The author believes that the issues of information security in the conditions of political instability force the political elite to raise the issues of the possible need for the autochthony of the Russian Internet, that has been previously stated by the scientific community.

According to the administrative documents of the MIA of Russia under the scientific support of the ATS is understood as scientific and scientific-technical activities of the Ministry of internal Affairs system of Russia, aimed at improving the implementation of their tasks and in the exercise of its functions, organized as prescribed in the limits of the powers granted. Thus, all units of the ATS scientific production in the form of forensic knowledge and based on the knowledge and skills of their officials, it is logical to consider a component part criminal maintenance.

EUROPEAN MULTICULTURALISM: MYTH OR REALITY?

In the article the problems of interaction between two components of modern industrial society Europe: ideas of universalism and a sense of nationalism. The history of the building of a Europe without borders in 2015 are faced with the need to return to the old philosophy of "unity of opposites" based on the simple motivations of nationalism. The right of every European was to be able to Express aloud the thoughts of disagreement with the policy of Eurocentrism. Mass migration from Syria to Europe has led to increased nationalism. The threat of withdrawal from the European Union the UK is another manifestation of national consciousness of the peoples of Europe.

PRINCIPLES OF ETHNOPOLITICS OF THE KYRGYZ REPUBLIC IN THE CONTEMPORARY CONDITIONS

This article considers the principles of ethnopolitics of the Kyrgyz Republic in contemporary conditions, the role of a state and society in provision and maintenance as well as in development of interethnic integrative relationships. This article emphasizes that Kyrgyzstan nowadays goes through the transitional period of changes in the social structure, accompanied by the search for its ethnopolitical identity which would be a new consolidating idea of polyethnic society based on the democratic principles. It highlights that as an inevitable task in consolidating the society, the state authority should maintain the principles of national identity, national unity and protection of national interests. Ethnopolitics of Kyrgyzstan is based on the principles of interethnic interactions, public stability and rightful decisions regarding the issues of a national importance.

POLICY OF THE EUROPEAN POWERS IN THE AREA OF BLACK SEA STRAITS IN RUSSIAN PUBLIC OPINION IN THE LATE XIX – EARLY XX CENTURIES

The article discusses how the policy of the European powers and Russia was reflected in the Russian public opinion in the late XIX – early XX centuries. It is proved that certain international conflicts in Europe related to the use of the Straits, which subsequently led to the First World War, have been unfolding over a long enough period of time.

POLITICAL CRISIS IN UKRAINE (2013-2015)

After the November 2013 events in Ukraine, political transformations took place, including early presidential and parliamentary elections. However, economic and political reforms carried out by the new government have not yielded the desired results, the government has not managed to resolve the armed conflict in the South-East of Ukraine, socio-economic situation of the population deteriorated significantly and the issue of accession to the EU remains open. The 22-year-old history of the Ukrainian state, including the history of the "new" government (starting from February 2014), shows that Ukraine is moving further away from the reforms, it faces an unstable national currency, a decline in production, a decline in GDP and a worsening socio-economic situation. The Ukrainian government still hopes that in the short term perspective it will be saved by Western loans and in the long run – by the opening of new European markets. Meanwhile, the protracted foreign policy course oriented towards the EU does not lead to integration but to the degradation of the Ukrainian society.

REFORMING THE HEALTH SYSTEM IN THE UNITED STATES: POLITICAL ASPECTS

The article discusses key issues of interaction among various political organizations and interest groups within the framework of the health system reform in the United States. It analyzes inner political movements in the Republican and Democratic parties and identifies causes of the failure of the health care reform pursued by the Clinton administration. The authors identify and analyze conditions and causes that have helped the Obama administration to achieve successful adoption of the health care reform plan. The study was among the first to consider the effects of intra-party ideological currents on the bill passing process and the impact of the electoral cycles on such process. The authors make certain conclusions about causes relating to the successful passage of bills in the United States.

PRESERVATION OF NATIONAL IDENTITY IN A MULTIETHNIC REGION (ON THE EXAMPLE OF UKRAINIAN IMMIGRANTS TO THE SOUTH URALS IN THE FIRST QUARTER OF THE XX CENTURY)

The article is devoted to the problem of preserving national identity in the multiethnic region on the example of Ukrainian immigrants to the Southern Urals in the first quarter of the XX century. Special attention is paid to the normative-legal acts in the field of interethnic interaction that is implemented on the territory of the Russian Federation as a whole and in the Republic of Bashkortostan in particular. The article also analyzes the impact of the processes of globalization on the ethnic identity and self-identification of the Ukrainian population living in Bashkortostan today.

FROM HISTORY OF FORMATION OF POLYCULTURAL SOCIETY OF KYRGYZSTAN

Article is devoted to research of the historical sources explaining difficult process of formation of polycultural society of modern Kyrgyzstan. The main emphasis is placed on research of process of resettlement of Slavs (Russians, Ukrainians and Belarusians) in the second half of the XIX century, after accession of Kyrgyzstan to the Russian Empire; information on the emergence reasons in the territory of the republic of Tatars, Germans, Dungena and Uyghurs, and also about the repressed people of the North Caucasus is included. Now in the territory of the country is available, by different estimates, from 60 to 100 centers of interethnic intensity, therefore timely and furthermore the preventive solution of interethnic problems demands knowledge not only mentality radical, but also the "alien" people which, voluntary or forcedly, cast in the lot with Kyrgyzstan.

PROPOSED CONSTITUTIONAL NIKITA IVANOVICH PANIN

Having lived many years in Sweden, N.I. Panin was a fan of her state system – a constitutional monarchy with significant limitations of royal power. Soon after a palace coup, which resulted in the Russian throne reign Catherine II, N.I. Panin, tutor her son, the future Emperor Paul I, becoming the first advisor to the Empress, I decided it was time to act, and proposed to establish the Empress with her Imperial Council. This article deals with the history of one of the periods of political struggle "interests" chief chamberlain, who wanted power and imperial konstitutsializirovat tandem, the similarities and differences of opinions and ideas, as well as the reasons for the failure of the project Panin.
