LANGUAGE FACTOR IN NATIONAL AND CULTURAL POLICY

The author examines peculiarities in ethnic-language policy on the basis of the theory of national and federative relations focusing on conceptual instrument.

CONFLIKTS IN THE CAUCASUS-CASPIAN REGION AND INNOVATIVE METHODS FOR THEIR ANALYSIS

The article deals with the problem of fighting terrorism in the Caucasus as one of the most important priorities of state policies for over a decade. The author argues that we need substantially new methods for analysis, data gathering and practical work in this field. The article outlines new mechanisms and methods for fighting extremism and criminal activities in the region, arguing that it’s necessary to more effectively involve various state agencies as well as consolidate the efforts of all Caspian states in the matters of collective security in the region. The author shows more effective ways for solving the Caucasus problems.

THE ROLE OF THE MINISTRY OF INTERNAL AFFAIRS OF RUSSIAN FEDERATION IN THE PROVISION OF INTER-ETHNIC HARMONY

The article considers the activities of the Ministry of internal affairs of Russian Federation. In particular, special attention is paid to issues of inter-ethnic harmony.

NATIONAL AND CULTURAL AUTONOMY – NEW LINKS OF POST-SOVIET FEDERALISM

The result of evolutionary development of the theory of federalism in the contemporary period of the formation of Russian statehood is the departure of the given concept and political practice from the framework of state structure. The federalism starts turning into a form of public structure by putting under its regulatory competence a large number of public relations – starting from local and territorial level and ending with the activities of national and cultural autonomy and various national public organizations. The given article examines national and cultural autonomies as a link of Russian federalism.

DRUG ADDICTION AS A FACTOR POSING THREAT TO NATIONAL AND CIVIL SECURITY OF THE RUSSIAN FEDERATION

In the article, the author examines the problem of drug addiction and analyzes social and political factors of spreading drug addiction across the country. He pays special attention to multilevel system of researches by governmental and nongovernmental organizations that are specialized in rendering assistance to drug addicts by treating and rehabilitating them. He analyzes political and legal basis of countering the spread of drug addiction and alcoholism in the Russian Federation and also the basic trends in the activities aimed at fighting against illegal sale of narcotics. He studies the regional aspects of countering the spread of drugs and international experience in regulating this area.

The problem of tolerance towards a person is examined as an independent issue in political science. The principle of equal freedom leads to moral freedom which is a basic criterion.
