POLITICAL HISTORY OF THE 90'S. NOTES OF THE RUSSIAN DEPUTY PART 1

The article of the eyewitness and direct participant of the events describes the political intrigues and events of 1991 related to the adoption by the first democratic Parliament of Russia (Supreme Council of the RSFSR) of the Law "On the Rehabilitation of Repressed Peoples" and the political consequences of such a decision. The characteristic of the situation that reigned at that time among the people's deputies and in the White House where the Russian Parliament sat is given.

THEOLOGICAL EVALUATION INTO ORTHODOX CLERGY SERVICES IN SAKHALIN ISLAND (LATE XIX - EARLY XX CENTURIES)

An attempt to apply a theological approach to such historical occurrence as Russian Orthodox Church Clergy services on Sakhalin island in late XIX century is made in the Article. The author is carefully identifying the relation between the divinity and Church history as different parts of the subject called 'Theology', trying to show the relationship between a historical fact and good God's providence. Servicing on the island was a real hardship for the faith and field for spiritual doing. Sakhalin priests of the said period combined the talents of both the prison Holy Fathers and parish priests. Method used by the author helps to observe the relationship between teaching of the Christian Church and everyday life of its clergy devoted their lifetime to Sakhalin.

PUBLICATIONS M.N. KATKOV IN THE STRUCTURE OF THE PERIODICAL PRESS OF RUSSIA IN THE ERA OF CONSERVATIVE STABILIZATION

The article deals with the activities of publications Mn. Katkova in the structure of the Russian periodical press during the period of conservative stabilization – from the moment of appearance of the Manifesto "on the inviolability of autocracy" in 1881 until his death in 1887. In this regard, a brief description of the state of the Russian press, including the conservative and separately the newspaper "Moskovskie Vedomosti" and the magazine "Russian Vestnik" Mn. Katkova. Their role in social and political life of Russia is shown.

THE PROJECT DIOCESAN ADMINISTRATION OF THE RUSSION CHURCH IN THE DECISIONS OF THE ALL-RUSSIAN CONGRESS OF THE CLERGY AND LAITY OF 1917

The purpose of this article is to identify the decisions of the All-Russian Congress of Clergy and Laity in 1917 aimed to develop the diocesan administration of the Russian Orthodox Church. To achieve this goal, the object is set: to make a reappraisal of all documents of the work of the Congress and determine their scientific potential in this area for the first time ever. The methodological framework of the research is based on the principles of historicism, objectivity and system. An analysis of the research problem showed that the All-Russian Congress of the Clergy and laity only worked out preliminary provisions of a new concept of diocesan administration of the Russian Orthodox Church.

The publication introduces into the scientific circulation archival documents from the Department of Manuscripts of the Russian State Library.

HOLDING A MONETARY REFORM AND CANCELLATION OF A RATIONING SYSTEM OF 1947 IN GORKY AREA

The article is devoted to the problem of preparation and holding a monetary reform and cancellation of a rationing system in 1947. The characteristic features of this reform in Gorky region are singled out and described Special attention is paid to consideration of social consequences of the transformations which were made. The author comes to the conclusion that the reform was premature due to the unpreparedness of the Soviet economy to work in the new conditions.

SCIENTISTS OF UFA OIL UNIVERSITY FOLLOW TRADITIONS OF REBINDER SCIENTIFIC SCHOOL

This article describes the State of the research, the foundations of which were laid in the twenties-thirties of the last century Soviet scientist Peter Alexandrovich Rebinderom, the main tenets of the teachings which are known as the "Rebindera effect".

Highlights continuing research school Rebindera and their continuation by scientists of the UFA Petroleum Institute (now the TRANSPORTATION), where these directions have been developed.

Today, the tradition of the school Rebindera, caught up in its own time and fortified material and research base of the former Rector of the UNIVERSITY THERE HAS Spivakom a.i., Mavljutovym M.r., continues under the direction of Professor Koneseva Gennady Vasil'evich, the Governing scientific school, based on the traditions of Rebindera-Spivak-Mavljutova and physics-enriched colloidal direction.

THE USA AND THE BALTIC ISSUE (1918-1945)

The article deals with US policy in the Baltic region from 1918 to 1945. The purpose of the work is to determine the attitude of the United States of America towards the emergence of independent republics of Latvia, Lithuania and Estonia, to study the formation of interstate relations and the US position towards theBaltic independence from 1940 to 1945. The author concludes that in the first half of the 20th century the Baltic region did not play a significant role in US foreign policy: the US position on regional issues was determined by the state of relations with the USSR, Germany, predicated on the European direction of American diplomacy. This fact explains why the USA refused to recognize democratic governments during the "war of independence" and to confront the USSR after the inclusion of the three Baltic States in the Soviet sphere of influence. National movements were supported by the Baltic diaspora in the United States, and cooperation was conducted at the intelligence level.

EXTENSION OF MIGRATION CRISIS IN THE EUROPEAN UNION (EU) AFTER THE SYRIAN CONFLICT

The Arab Spring and, in particular, the Syrian crisis contributed to a sharp increase in the migration flow from the Middle East and North Africa to the territory of the European Union. This, in turn, led to a disagreement between European states regarding both the quotas for the reception of immigrants and the feasibility of the existence of such programs. Some of the immigrants arriving in the EU are illegal migrants, which also creates problems for the authorities of both the alliance and the states that are part of it. Thus, a dangerous precedent is created, capable of making a split in the European Union in the long term.

This article was written with the aim of finding a solution to the crisis of immigration in Europe, as well as coverage of this topic by large Western magazines and newspapers - Le Figaro, Die Zeit, Die Welt, Washington Post. The reason for writing the work is the relevance and importance of the topic covered in the study.

The article was carried out using systematization and analysis of the data of the largest Russian and foreign mass media. In the paperwork was also used the data from European think tanks and the opinions of scientists specializing in migration issues.

Despite the fact that the migration crisis can generally be considered to be on the decline, the conflicts inside the alliance, related to different approaches to the reception of refugees and migrants, continue to be one of the problems of the EU. At the same time, there are no prerequisites for an unambiguous solution of this issue.

The migration processes of recent years led to the increase of conflict potential in the region and change in the population ratio. The priority of Europe should be the restoration and maintaining of peace and stability in the Middle East, as well as the deportation of unreliable refugees and the integration of remaining in the European region.

SEARCH OF THE DECISION OF EAST QUESTION BY LIBERALS OF THE WESTERN GERMANY DURING THE PERIOD OF “THE BIG COALITION” (1966-1969)

In article position free-democrats in Federal Republic of Germany, developed after disintegration of “a small coalition” is considered 1966. The political condition of liberals became complicated that in K. Adenauera and L. Erharda's chancellorship, party was necessary to operate in a channel of a policy of conservatives. It having appeared in opposition free – to democrats does not remain anything else how to begin formation of a new profile of party which should become new east policy. Mutual relations with the Soviet union and with the countries of east Europe, should promote formation of new image of the party which achievement was not thought without the union with social democrats.

THE US INFLUENCE ON TURKEY'S POSITIONS IN THE LAUSANNE CONFERENCE (1922-1923)

The article examines the foreign policy of Turkey during the Lausanne Conference (1922-1923) in terms of the interests of the United States. The place of Turkey in the US foreign policy strategy during and after the First World War is being analyzed. Turkish-American relations at this historic period are characterized by relative stability. An important factor in this stability had become Washington's interest in establishing control over the emerging state on behalf of the Republic of Turkey. However, this stability was relative just because in some cases there were contradictions between the states, for example, on the issue of abolition of the capitulations in relation to the Black Sea straits. Such contradictions conditioned pulling the process of ratification in the US Senate of the agreement to restore diplomatic relations with Turkey. Meanwhile, in the moments of disagreements in bilateral relations there was updating the state of interdependence (albeit asymmetrical), when each side understood the importance of maintaining a positive relations with a partner.

NATIONAL HISTORY IN SCHOOL TEXTBOOKS THE CASE OF SYRIA

This article examines problems of correlation between history and national mythology in the field of history education in Syrian schools. Author analyzed modern Syrian history schoolbooks of junior high and high school, grades 7-12.The research represents schoolbooks as one of the ways to form national identity through government institutions. Simplified national history forms representation of the past for the society. The function of propaganda, inherent to school education, was not in the focus of the article. The author tends to show the history narrative that was spread by Syrian government since 1963 when the Arab Socialist Ba`ath Party came to power. The schoolbooks examined in this article were published in 2010, though it can be argued that they have minor essential differences from previous reprints based on other researches. This article is not focused on well-known topics of relationships between Syria and Israel or state propaganda in contemporary history, the main goal was to show basic points of perception of Syria`s history by its society in the lack of historian legitimacy by Syrian state. Syria has long history, though as a state it was formed only in the 1940s in new, artificial borders. Modern ideology of Arab nationalism, popular at that time, shaped the national history that was later spread in the society through developing system of education. That view on national history at certain level defined Syrian identity. Based on this research the author concludes that Syrian national history was developed with a number of mistakes, The schoolbooks are dominated by pan-arab unionism tending to legitimize non-existing united arab state while paying little attention to the history of Syria itself that leads to the weak national identity of Syrians.

CHANGES IN UKRAINE'S FOREIGN POLICY AFTER REVOLUTIONS IN 2004 AND 2014

This article examines changes in the foreign policy course of Ukraine after revolutions in 2004 and 2014. In addition, this article examines the main directions of the new policy and similar features of courses of administrations based on rapprochement with the Western world and the United States of America. In addition, after revolutions, the relationship between Ukraine and the Russian Federation fundamentally changed for the worse, caused by territorial contradictions and Ukraine's desire to choose a European path of development, unlike development with a pro-Russian orientation. Thus, the revolution greatly influenced not only the foreign policy of a single country, but also the entire system of international relations in the region and in the world.

POLITICAL PROCESS IN THE REPUBLIC OF BASHKORTOSTAN. CHRONOLOGY OF PROTEST ACTIVITY IN THE PERIOD FROM 2008 TO 2017

This article analyzes in detail the chronology of the protest activity of the Republic of Bashkortostan in the period 2008-2017. The main method of data collection for building the chronology of protest activity of the population is eventanalyses with the use of the Intergrum knowledge base, based on a sample of publications from the mass media. This method allows full coverage of the entire array of data published in the media, avoiding omissions or contradictions related to the editorial policy of individual publications or with a human factor. The data obtained during the event analysis allow us to conclude that the protests in Bashkiria are rather high in 2011 and 2017 compared to those in other regions of the Russian Federation. The chronological description of the protest events that took place in the Republic of Bashkortostan makes it possible to disclose the reasons for the increased protest activity of the population in these periods.

THEORETICAL FOUNDATIONS OF THE UKRAINIAN GEOPOLITICS RESEARCH

In this article the author tries to define the notion of "geopolitics", expanding its research field. The theoretical foundations of Ukrainian geopolitical thought, the place of the country in the concepts of foreign geopolitics are determined.

The author comes to the conclusion that the ideological basis of Ukrainian geopolitical thought is integrative nationalism.

Modern intercultural communications create a completely different vector of information culture. The success of informatization depends primarily on the impact of intellectual property and its breakthrough in building new methods of coordination and cooperation. This was the basis for the discussion at the IP Quorum 2018 Forum in the Kaliningrad region in April 2018. It dealt with the so-called "open model" digital platform. NATIONALISM "TRAPS" AMONG YOUNG PEOPLE: RISKS OF DISTRIBUTION AND PROMOTING

Designing and distribution of nationalist paradigms is a result of asocial behavior of youth, their insufficient adaptedness to modern living conditions, the tolerant installations causing rejection to people around. What does measures for prevention and counteraction of the ideas of nationalism by a strategic problem of the states and societies. The situation is complicated by the fact that in the Russian Federation the mechanism of monitoring of nationalist threats in society is still not calibrated, and public and expert estimates and forecasts, though are in information demand, nevertheless have no system statement. In this article "institutional traps" of nationalism for modern youth are investigated, the most problem aspects in the field are presented.

TO THE QUESTION OF THE STUDY OF PECULIARITIES OF SOCIO-POLITICAL BEHAVIOR OF TERRORIST ORGANIZATIONS’ SUPPORTERS

This article is a study of psychological characteristics, political and ideological motivation of adherents of radical and terrorist organizations. This study deals with both objects and subjects of terrorist recruitment. Understanding these aspects is important and necessary for both representatives of law enforcement agencies, as well as for widespread dissemination in order to prevent terrorist acts.

EUROPEAN NEIGHBORHOOD POLICY

The article analyzes the policy of the European Union for neighborhood. The main goal of this policy is to create cross-border cooperation between states, to expand and strengthen social and economic cooperation and integration with countries, to create a zone of economic growth, stability and security that adheres to the freedom of human rights, democracy and the rule of law in the Union.

POLICY OF LEGISLATIVE REGULATION OF ENVIRONMENTAL PROTECTION IN RUSSIA AND CHINA

The article deals with the problems of environmental regulation in Russia and China, formed an idea of the forms and principles of the current environmental legislation. A special place in the context of the problem under consideration is given to the mechanisms of joint law-making between China and Russia in terms of contiguity of territories. Special attention is given to fundamental approaches to responsibility for violation of norms and rules in the field of the environment, the attention is focused on the characteristics of the different levels of responsibility: in particular, citizens and legal entities.

The main conclusion is that legislative regulation in the sphere of the environment largely depends on the resource potential of the country. The Russian system of norms and regulations in the field of the environment reflects innovative processes to a lesser extent and is largely static, while the Chinese system is oriented to innovative approaches and to a greater extent reflects the dynamics of the processes taking place in the environment.

At the end of the XX century in Russia and Mongolia began radical democratic transformations. In connection with these events both countries were signed new foreign-policy doctrines. The article examined the main priorities of the foreign policy of Russia and Mongolia, also analyzed their similarities and approaches to the multipolar world.
