THE IMPACT OF POLITICAL CONSCIOUSNESS OF THE POPULATION ON THE STATE OF NATIONAL RELATIONS
The article is devoted to the study of social and social trends that affect the structure of political consciousness. In the course of the analysis found that ignoring the political elite ethno-political characteristics of regions could lead to political, economic and human loss. The solution is seen in the harmonization of interethnic relations in the North Caucasus region.

BASIC MODELS OF FORMATION OF INTERETHNIC RELATIONS IN THE REPUBLIC OF DAGESTAN: FEATURES & CORRECTION TECHNOLOGIES
In the article, the author researched relevant to current political science topics as interethnic relations in multiethnic regions of Russia, which he considers the example of the Republic of Dagestan. The author dwells on the analysis of the main models of formation of interethnic relations in Dagestan, identifies their basic characteristics and defines possible political correction technologies for the models of interethnic relations in the Republic.

ON THE PROSPECTS OF ACHIEVING THE UNITY OF THE CAUCASUS
The focus of the article is the author's question about the prospects of overcoming fragmentation and the conditions to achieve the unity of the peoples and the Caucasus states. After analyzing the real situation in the region, it is concluded that the main obstacle to peace and reconciliation in the region are ethno-territorial conflicts and conflicts generated by the complex of objective and subjective factors. With regard to all sorts of ideas to achieve the unity of the Caucasus region, they have a right to exist as an ideal, which should seek to achieve. But any significant progress in this direction, can only be achieved in the long term as the causes of contradictions and conflicts ravaging the region, will be eliminated.

FEATURES OF AN ELECTORATE'S VOTE IN A MULTINATIONAL REGION (ON THE MATERIALS OF THE REPUBLIC OF BURYATIA)
The article tells that in Russia the problem of ethnic voting is not paid a serious attention, and the notion of “ethnic voting” has not been finally worked out in the scientific literature. The author has made an attempt to contribute to the defining of the notion. Having analyzed the results of the exit-poll held on September 18, 2016, the author has made a conclusion that in multinational Republic of Buryatia there exist cases of voting for an ethnically identical candidate. But this fact seems to be of episodic and local character and is not a regularity of the social and political life of the Republic.

So, in this article the author analyzes the theoretical aspects of regional conflicts, as well as their role in the ethnic component.

INTER-PARTY CONFLICTS AS A SOURCE OF SOCIOPOLITICAL DEVELOPMENT
The article analyzes the problems of formation and development of the Russian multi-party system in the context of conflictological paradigm. It is argued that the conflict is one of the sources of sociopolitical development in modern Russia. The article outlines parameters of the development of a latent conflict between the parliamentary parties and the non-system opposition.

THE IMPACT OF THE ACCESSION PROCESS OF THE NEW SUBJECTS TO THE RUSSIAN FEDERATION TO THE DOMESTIC AND INTERNATIONAL POLITICAL STABILITY
The article deals with the accession to the Russian Federation in 2014 of the Crimean Peninsula that was previously a part of Ukraine, which gave the author an opportunity to speak about such new subjects of the Russian Federation as Sevastopol, a city of a federal importance, and the Republic of Crimea, and of the impact of such accession to the internal and external stability of Russia and the geopolitical situation.

SOME FEATURES OF THE TRANSITION TO DEMOCRACY IN THE REPUBLICS O THE NORTH CAUCASUS
The article attempts to analyze some of the most significant, in the author's opinion, factors that determine the conditions and nature of the transition of the national republics of the North Caucasus to the market economy and political democracy. It is shown that the formation and institutionalization of democracy - is not a single act but a process that requires a lot of time and efforts as the majority of the people and civil society and the state. After analyzing the determinants of the process it is concluded that the political regime, established in the republics is a so-called hybrid type, comprising elements of authoritarianism and Democracy.

ELECTIONS TO THE STATE DUMA OF THE SEVENTH CONVOCATION AT 206th (TUSHINO) SINGL-MANDATE CONSTITUENCY: FEATURES AND RESULTS
Each new election cycle in the Russian Federation gives to the rich soil scientists in political science to conduct fundamental and applied analyses occurring in its age events. Last cycle 2016 is no exception. The article is devoted to consideration of features of the electoral campaigns of candidates in single-mandate candidates to the post of the Deputy of the State Duma of the seventh convocation on 206th single-mandate constituency. The purpose of the study is to identify the technological features of election campaigns of candidates in single-mandate candidates and match them with the final results of the electoral race for 206th district as a whole. The study solved three tasks. The first task is to analyze the course and development of the electoral campaigns of the main candidates running in the electoral race in the 206th single-mandate constituency of the city of Moscow. The second task is to consider political and electoral technology used by political actors to shape public opinion in the active campaign period. The third task is to evaluate the effectiveness of the practical application of the channels of communication used by candidates to convey their messages to the electorate. The main research methods were: included observation of the process of the political actors in their electoral campaigns on the territory of the 206th single-mandate constituency of the city of Moscow; quantitative and qualitative content analysis of printed campaign materials distributed on behalf of the political actors during the electoral campaign; comparative analysis of political and election technologies used by the candidates in the electoral race. The results are presented in the form of a brief abstract conclusions summarizing all the important technological aspects that influenced the conduct and results of election campaigns of candidates. According to the survey peer assessment all analyzed campaigns political actors, as well as selected and disclosed innovative technologies in the field of electoral campaigns in the Russian Federation.

INTERNAL THREATS TO INFORMATION SECURITY OF THE RUSSIAN PUBLIC ADMINISTRATION AND WAYS OF PROTECTION FROM THEM
The subject researched in the article is connected with the realization of ideas aimed at the creation and maintenance of Russia's information space security. The article classifies domestic threats to the existing order of public administration in the Russian Federation from the point of view of political science. In this connection, according to the author, implementation of the state policy in the field of information security and protection of the state information resources is becoming more and more topical. The author believes that the issues of information security in the conditions of political instability force the political elite to raise the issues of the possible need for the autochthony of the Russian Internet, that has been previously stated by the scientific community.

According to the administrative documents of the MIA of Russia under the scientific support of the ATS is understood as scientific and scientific-technical activities of the Ministry of internal Affairs system of Russia, aimed at improving the implementation of their tasks and in the exercise of its functions, organized as prescribed in the limits of the powers granted. Thus, all units of the ATS scientific production in the form of forensic knowledge and based on the knowledge and skills of their officials, it is logical to consider a component part criminal maintenance.

EUROPEAN MULTICULTURALISM: MYTH OR REALITY?
In the article the problems of interaction between two components of modern industrial society Europe: ideas of universalism and a sense of nationalism. The history of the building of a Europe without borders in 2015 are faced with the need to return to the old philosophy of "unity of opposites" based on the simple motivations of nationalism. The right of every European was to be able to Express aloud the thoughts of disagreement with the policy of Eurocentrism. Mass migration from Syria to Europe has led to increased nationalism. PRINCIPLES OF ETHNOPOLITICS OF THE KYRGYZ REPUBLIC IN THE CONTEMPORARY CONDITIONS
This article considers the principles of ethnopolitics of the Kyrgyz Republic in contemporary conditions, the role of a state and society in provision and maintenance as well as in development of interethnic integrative relationships. This article emphasizes that Kyrgyzstan nowadays goes through the transitional period of changes in the social structure, accompanied by the search for its ethnopolitical identity which would be a new consolidating idea of polyethnic society based on the democratic principles. It highlights that as an inevitable task in consolidating the society, the state authority should maintain the principles of national identity, national unity and protection of national interests. Ethnopolitics of Kyrgyzstan is based on the principles of interethnic interactions, public stability and rightful decisions regarding the issues of a national importance.

POLICY OF THE EUROPEAN POWERS IN THE AREA OF BLACK SEA STRAITS IN RUSSIAN PUBLIC OPINION IN THE LATE XIX – EARLY XX CENTURIES
The article discusses how the policy of the European powers and Russia was reflected in the Russian public opinion in the late XIX – early XX centuries. It is proved that certain international conflicts in Europe related to the use of the Straits, which subsequently led to the First World War, have been unfolding over a long enough period of time.

POLITICAL CRISIS IN UKRAINE (2013-2015)
After the November 2013 events in Ukraine, political transformations took place, including early presidential and parliamentary elections. However, economic and political reforms carried out by the new government have not yielded the desired results, the government has not managed to resolve the armed conflict in the South-East of Ukraine, socio-economic situation of the population deteriorated significantly and the issue of accession to the EU remains open. The 22-year-old history of the Ukrainian state, including the history of the "new" government (starting from February 2014), shows that Ukraine is moving further away from the reforms, it faces an unstable national currency, a decline in production, a decline in GDP and a worsening socio-economic situation. The Ukrainian government still hopes that in the short term perspective it will be saved by Western loans and in the long run – by the opening of new European markets. Meanwhile, the protracted foreign policy course oriented towards the EU does not lead to integration but to the degradation of the Ukrainian society.

REFORMING THE HEALTH SYSTEM IN THE UNITED STATES: POLITICAL ASPECTS
The article discusses key issues of interaction among various political organizations and interest groups within the framework of the health system reform in the United States. It analyzes inner political movements in the Republican and Democratic parties and identifies causes of the failure of the health care reform pursued by the Clinton administration. The authors identify and analyze conditions and causes that have helped the Obama administration to achieve successful adoption of the health care reform plan. The study was among the first to consider the effects of intra-party ideological currents on the bill passing process and the impact of the electoral cycles on such process. The authors make certain conclusions about causes relating to the successful passage of bills in the United States.

The article is devoted to the problem of preserving national identity in the multiethnic region on the example of Ukrainian immigrants to the Southern Urals in the first quarter of the XX century. Special attention is paid to the normative-legal acts in the field of interethnic interaction that is implemented on the territory of the Russian Federation as a whole and in the Republic of Bashkortostan in particular. The article also analyzes the impact of the processes of globalization on the ethnic identity and self-identification of the Ukrainian population living in Bashkortostan today.

FROM HISTORY OF FORMATION OF POLYCULTURAL SOCIETY OF KYRGYZSTAN
Article is devoted to research of the historical sources explaining difficult process of formation of polycultural society of modern Kyrgyzstan. The main emphasis is placed on research of process of resettlement of Slavs (Russians, Ukrainians and Belarusians) in the second half of the XIX century, after accession of Kyrgyzstan to the Russian Empire; information on the emergence reasons in the territory of the republic of Tatars, Germans, Dungena and Uyghurs, and also about the repressed people of the North Caucasus is included. Now in the territory of the country is available, by different estimates, from 60 to 100 centers of interethnic intensity, therefore timely and furthermore the preventive solution of interethnic problems demands knowledge not only mentality radical, but also the "alien" people which, voluntary or forcedly, cast in the lot with Kyrgyzstan.

PROPOSED CONSTITUTIONAL NIKITA IVANOVICH PANIN
Having lived many years in Sweden, N.I. Panin was a fan of her state system – a constitutional monarchy with significant limitations of royal power. Soon after a palace coup, which resulted in the Russian throne reign Catherine II, N.I. Panin, tutor her son, the future Emperor Paul I, becoming the first advisor to the Empress, I decided it was time to act, and proposed to establish the Empress with her Imperial Council. ULTRAMONTANE PARTY AND PONTIFICATE OF PIUS IX IN THE PRISM OF UNIFICATION PROCESSES IN EUROPE IN THE SECOND HALF OF THE 19TH CENTURY
The subject of research is the position of the Catholic Church on the most important aspects of political and economic development of the society during the pontificate of Pope Pius IX, the beginning of which was marked by the desire of the Pope to liberalize both the Church structure and its attitude to the political processes in Europe, and which, however, ended with the most reactionary position, expressed in the symbolic act of Syllabus, symbolizing ultramontanism. The work uses both politological and general scientific research methods such as historical, value-normative, institutional and other The main conclusions of the study reflect the author's views that Pope Pius IX was originally one of the most liberal-minded popes of our time, however, the rather ambiguous position of the liberal movement and revolutionary groups began to symbolize reactionism.

POLITICAL AND LEGAL NATURE OF THE OPTIMIZATION OF THE RUSSIAN FEDERALISM
The purpose of writing this article - the theoretical understanding of the power of organization practices the federal structure, the correlation with the unitary state model of building (on the example of the French Republic). Subject of research – the political and legal components of the political transformation of the existing federal relations in Russia. As the object of study are the political actors – the «center» and «regions». System-structural method in which social relations are seen as a holistic system of interrelations of phenomena and events of the political process, the level of relations «center – regions», allow you to define basic essential content of this research topic. The comparative method to determine the possibility of changing the form of state-territorial structure of Russia itself. Analysis of Russian and foreign sources leads to the conclusion that the major issues raised in the article is relevant to the current stage of development. Research is possible on the basis of a study of existing research. A comprehensive study of all aspects of the organization of the regional management of France, holding a comparative analysis of the unitary and federal state and territorial models of construction, allowed the author to identify the nature of perfection possible transformation of Russian federalism.

IMPLEMENTATION OF INFORMATION SECURITY POLICY IN THE FIELD OF LAWMAKING
The subject of the research is the public relations connected with the process of implementation of information technologies in the activities of representative bodies. Modern society is characterized by a continuous process of improvement of information technologies and implementation thereof in many areas of life. The relevance of this article due to the fact that the constantly increasing rate of introduction of the achievements of progress in the information activities of the society and the state, which leads to the fact that part of the public relations gradually acquires a new form – e. Therefore, in this article, the author considered the topical issues of implementation of the state policy in the field of information security activities of the legislative bodies of the Russian Federation. These problems are the author viewed through the prism of information technology and security itself as itself the legislative process, and the effectiveness of the apparatus of representative government. On the basis of the research methods used in the framework of political science: sociological, comparative legal, sociological, systemic, structural and functional, the author came to the following conclusions set out. Conclusions and novelty of the research lies in the fact that the improvement of the legal provision of information public authorities shall be implemented through the development and adoption of a number of regulations, in particular the Federal Law "On State Information Resources Development", "On the objects of intellectual property in the information sphere" Law "On the state register of population of the Russian Federation", federal Law "On the objects of intellectual property in the information sphere", the federal Law "On the management of federal information resources", the federal Law "On documentation of information and document management in the conditions of informatization".

TAX RESPONSIBILITY AND RESPONSIBILITY FOR VIOLATION OF THE BUDGET LEGISLATION RUSSIAN FEDERATION
In article the question of nature and communication of violation of tax regulation and its consequences in other industries of Russian law is researched. The question that feature of the analysis of institute of responsibility for violation of the budget legislation consists in differentiation of the financial responsibility from the civil, criminal and administrative right is put. The type of responsibility and its industry accessory are determined by nature of the protected interest: in case of violation of valuable interest rules of civil responsibility are applied, in case of violation of tax laws – tax responsibility. The purpose of this article consists in showing that despite determination of a tax law as a source of replenishment of treasury, questions of violation of tax regulations do not exert any impact on the fact of a budget law breach. As the author has tried to show, the institute of responsibility for violation of the budget legislation by the nature most answers sense and a form of responsibility as obligations to give the account in the actions. When writing article the author used methodology of the scientific theoretical analysis, and also system approach to a material statement. In the course of research of a subject the author determines connection of a budget law breach with the reaction of the state which is expressed not in punitive measures, but in return of the broken order to its regulatory condition. The author pushes the thesis that enforcement measures are aimed at preserving the regulatory relation and are urged to promote its recovery in case of improper conduct of subjects of the budget process.

It proves the necessity of introducing “ethno-political regionalistics of Russia” as a new scientific discipline in connection with the relevance of the issues of the impact of ethnic and religious factors on administrative and territorial structure of Russia, its political stability and integrity of the state. The claim that the ethnic factor is in the modern world one of the most important political resources, can be considered conclusive. The emergence of such a resource that is associated with the revival of ethnic consciousness of peoples of the world, where the genre of political idealism, ethnic, and religious, cultural, civilizational and other identification of differences should not matter in the political process, in fact, exacerbate real political agenda and, as a consequence, lead to the politicization of ethnic resource. ON THE ISSUE OF ETHNO-CULTURAL FACTOR IN THE POLITICAL LIFE OF THE NORTH CAUCASUS
The article analyzes some of the most important, from the point of view of the author, factors that have a more or less noticeable effect on the political realities of the national republics of the North Caucasus region. It is shown that, from this point of view the key factor is the multinational composition of the population. Due to a combination of factors on the one hand, the fragmentation and localization of ethnic identification there have been inherent in the ethnic diversity of the region. On the other hand, many of the autochthonous ethnic groups living in the region for centuries, and even millennia, have retained a sense of kinship and close ties with each other. These features are somehow recognized as national identity respective ethnic groups, as well as their understanding of the political realities.

In this article the author analyzes the model of inter-ethnic relations in the Republic of Dagestan, highlighting three "ideal" model – a partnership, patronage and conflict. The author dwells on the main characteristics of each model, considering especially their compatibility and implementation in the Republic of Dagestan. The conclusion about the need to develop an integrated model of interethnic relations management as the most realistic and adequate political situation in the region.

CORRELATION OF NATIONAL AND ETHNIC IDENTITY
Considering the problem of the relationship between national and ethnic identity, the author proceeded from a methodological setup proposed by Russian researcher V.M. Mezhuev that nation as opposed to the ethnic group , stresses that nation as opposed to the ethnic group, emphasizes " ... that is what was given to me is not the fact of my birth, and my own efforts and personal choice. Ethnicity did not choose, as a nation, can choose ... A nation - a state, social cultural identity of the individual ...". Based on this approach, analyzing the national and ethnic identity of the ratio indicates that they are in terms of content are different: national identity is based on the basic concept of "nation», which is historically a folding type of ethnic group, which is reproduced on the basis of common territory, economic ties, language, some culture, the psychological make-up and ethnic identity. The specifics and peculiarities of national identity cannot be understood without the function that performs the national identification. Therefore, the main function of national identity is to make the population homogeneous, soak common interests and ideas, to ensure social cohesion and unity of the state and the people.

In this article, the author refers to the analysis of theoretical views of modern Russian scientists. The attention is drawn to scientific approaches to understanding the nation and national policies that take into account the specifics of Russian ethno-national situation. The author's interpretation of the definition of "nation" and the system of relationships "nation – state" is offered there. Based on the proposed corrections on the generalization of scientific concepts of national policy, the author defines integrative and perspective model of national policy – the dual concept of national policy taking into account modern ethno-national trends in Russia.

FEATURES OF ETHNIC CONFLICT IN THE METROPOLIS
Тhe paper discusses the problem of ethnic confrontation among the youth of the modern metropolis. The rise of ethnic conflicts contribute to the current problems associated with extremism. Often extremism is perceived as a whole with the religious preferences and national origin. In consciousness of youth there is no division between Islam and Wahhabism, criminal "dismantlings" and conflicts among Caucasians and immigrants from Central Asia. All the foregoing leads to the rise of the protest moods of the society.

P.N. MILIUKOV IN THE NATIONAL HISTORIOGRAPHY
The article presents aspects of the individual reflection P.N. Milyukova method of comparative analysis, as well as biographical personality structure. Determine the form and methods of structuring views on the most important social and legal issues. Istoriograf work and personality P.N. Milyukov is shown in three aspects of its activities - providing state resources through the development of systems, such as education and the formation of heritage - the structure of the attitude towards the war and criticized government bodies. The history of education and personal management, in particular such significant areas as it self, in Russia in the late XIX - early XX century is inextricably linked with the educational movement of University Extension. Russian progressive intellectuals who are not indifferent to the problems of public education, was familiar with the unique experience of "the spread of university education" in Western Europe and North America. Particularly noteworthy are two research team created under the famous Russian scientists, professors of high school Russian, active political and public figures Miliukov and N.I. Kareeva.

BRETHREN OF THE NEW JERUSALEM MONASTERY IN THE XVIII – XIX CENTURIES: TO THE QUESTION OF THE SOCIAL ORIGINS, EDUCATION, AND THE AGE OF MONKS
The monastery is the most organized from the canonical point of view type of abode with a strict organization of life, including liturgical and memorial services following the church rubrics, Christian monastic behavior combined with economic and patrimonial supply of the brethren.
The life and history of the Orthodox monkhood is one of the most difficult areas for historical studies. Monasteries because of their canonical importance are always known for their autonomy, they actively participated in political, cultural, spiritual and economic life of the country. Accordingly, monasteries have always influenced the life and traditions of the people. Monks, who resolutely renounced the world and all the best to their pleasure: wealth, family life, even their will, who have interrupted communication with their families, who led a virgin life, repressing their passions and spending most time in prayers and labors, inspired the laity not only the sense of wonder or respect for them, but something close to reverence. The mass of the people in almost all times, almost all religions, considered such monks super-human creatures.

TURKISH MILITARY TRIBUNAL of 1919-1920
The article is devoted to a very topical issue in historical science-the Armenian Genocide of 1915-1923. The study discusses the analysis of late period of the genocide of the Armenians of events, and, namely, the process of the Turkish Military Tribunal – the trial of those who organized and carried out the genocide of the Armenian-speaking population of the Ottoman Empire. To pay special attention to the characteristics of each of the participants in all trials at the Turkish Military Tribunal 1919-1920 years. Relevance of the research lies in the fact that the decisions of the Turkish Military Tribunal are contradictory and require thorough analysis, as well as, in general, the genocide topic Armenians, whatever the period of the event was not raised very important for many people, especially persons of Armenian nationality, the more so in light of the recent events of the century of genocide in 2015. This study is in its essence must reveal to the reader interested in this subject the whole picture of what happened in 1919-1920 in the Ottoman Empire, in particular, he held a military court over those criminals who have put their efforts in the organization and implementation of the genocide in Turkey in Armenian population.
Accordingly, the aim of this study is to analyze all the events and decisions of the Turkish Military Tribunal, the narrative guidelines Tribunal for judgment of an independent researcher and reader.
Article the objectives are: detailed description of the picture of each of the trials as part of the military tribunal; assessing the role of the Young Turk government in the organization of the genocide in Armenian population of the Ottoman Empire.

KURDISH QUESTION IN TURKEY (FROME THE END OF THE XIX CENTURY – TILL THE BEGINNING OF THE XXI CENTURY)
The article describes the main stages of the development of the Kurdish question: from its inception in the XIX century till the end of the XX century. It is shown how for over a century Turkism, the national ideology of the Turkish state, that emerged from the wreckage of the Ottoman Empire, led to the emergence of almost insoluble contradictions between the Turkish people and the Kurds who advocated for the observance of their rights and freedoms.

DIPLOMACY OF NIKITA IVANOVICH PANIN
The article examines the life and work of the outstanding Russian statesman, actual privy councilor, Field Marshal, the author of the project of Count NI constitution Panina (1718-1783), who was one of the greatest diplomats of Catherine's era. His authorship belongs to a geopolitical concept of a "Northern Accord", defines some time the foreign policy of the Empire. The new foreign policy thanks to the efforts of N.I.Panina was that Russia could follow its own system according to its true interests, without being constantly depending on the desires of a foreign court.

ON THE STRUCTURE OF ETHNIC IDENTITY OF ETHNIC KYRGYZ
The article deals with the structure of ethnic identity of the Kyrgyz nation. The author determines that identity in political sense is characteristic cultural, linguistic and territorial peculiarities which are accepted by different groups for marking themselves and distinguish them from other ethnic groups. As for the definition of ethnic identity it is connected with the sense of belonging to definite ethnos, a new quality as a result of acquiring it the man can answer the question Who are you?, identifying with the language, religion, traditions, history, Motherland, cultural needs. As for structural image of ethnic identity of Kyrgyz nationality the author inclined to consider that it is: tribal, ethno-regional and common ethnic levels and it defines their social character. Tribal identity of the Kyrgyz still has a place in the life of tribes which is defined by collective activity, thinking and cultural values. All these psychological properties are directed by tribalism which still exists in all spheres of public life. Regional level of Kyrgyz ethnic identity is expressed in realization of territorial or regional community. Nowadays regional identity in combination with tribal began to compete with ethno-national and civil identity.
Common-ethnic identity of the Kyrgyz nationality has its own historical base; it is connected with the development of the Kyrgyz, spreading of Islam, and heroic epic “Manas” which is one of the important spiritual bases of the Kyrgyz identity. These entire events turned out to be consolidating attributes of ethnic Kyrgyz identity. Analyzing ethno-identified and nation identified processes in modern Kyrgyz society, the author points out four stages of their development:

STRATEGIC PLANNING OF ECONOMY AND PUBLIC POLICY IN RUSSIA: WHAT WILL THE YEAR 2030 PREPARE FOR US?
Modern government policy of Russia is often replete with thoughts of victorious decisions on various issues, including those relating to the military-industrial complex or diplomatic relations, but the circle of domestic issues is still quite extensive. The socio-economic sphere suffers from serious impacts connected with both: internal inconsistencies in the vision of the future of the Russian economy and the external environment. The need for fundamental change is stressed by serious problematic issues such as the long-term economic planning in Russia, severely criticized for the impossibility of implementing many of its provisions, the 2010 and 2020 Strategies have not become an exception.
This article discusses the communication agenda in the development of the 2030 Strategy, as the information field can reflect a variety of opinions and attitudes of political actors to the document under discussion. Our vision will be then focused on the determination of the future political relations in the context of strategic planning.

REALIZATION OF THE STATE SOVEREIGNTY IN QUESTIONS OF MONETARY ISSUE
The analysis of powers and order of monetary issue by the Central Bank of Russia in system of the relations of the state sovereignty is carried out. Is considered contradictions of independent position of the Central Bank and the Government of Russia in questions of the state economic policy. Is defined that in the independence and activity of the Central Bank of the Russian Federation can not consider "wishes" and plans of the government and State Duma of Russia. What relations between the Government of Russia and Central Bank of the Russian Federation: the relations of the debtor and the creditor or the relation of bodies in unity of executive power? There is a gap in adoption of the motivated decision and a source of mobilization of funds for its realization. It is necessary to change ideology of monetary issue. The gold and exchange equivalent (historically to refusal of bimetallic monetary system) sharply reduces quantity of money in economy. Release of money has to be provided with a national product. The offer on establishment of legal bases of regulation of process of monetary issue is made.
