POLICY OF SOVIET POWER ON ORGANIZATION OF LEISURE OF CITIZENS IN 1950-1960 (ON THE MATERIALS OF CENTRAL KAZAKHSTAN)
This article examines the Soviet policy in the 50s and 60s of the twentieth century on the organization of leisure activities for the citizens in Central Kazakhstan. The systematic approach as the method of scientific analysis towards the culture research is applied in the paper. That allows to analyze cultural and leisure activities as an integral component of the Soviet government policy as well as a specific social system consisting of individual elements.
The basis of this cultural research is the policy of the Soviet authorities in Central Kazakhstan, in particular, in the Karaganda region.
In order to study public opinion on the work of various leisure centers a number of respondents were interviewed, using the formalized interview-based method.
When writing this work, special attention was paid to the study of such aspects of leisure as movies, theaters, clubs, television and radio.

NATIONAL PROJECT OF P.I. PESTEL
In the article analyzed the famous constitution project ‘Russian Justice’ (Russkaya Pravda) by Pavel Pestel’. The main attention is paid to Pestel's ideas on changes in the national policy of the Russian Empire. As a result of the research of historiography on this topic and the primary source itself, it is concluded that ‘Russian Justice’ was the first Russian nationalist project of reconstruction of Russia. Another conclusion is that this project was a typical Western nationalist project of the early nineteenth century and that ‘Russian Justice’ had roots in the French Revolution.

RELIGIOUS-MORAL READINGS IN THE EVERYDAY LIFE OF THE URAL ORTHODOX POPULATION IN THE 1980s OF THE 19th – EARLY 20th CENTURIES
The article reveals the question of organizing the leisure of the Ural Orthodox population of the last quarter 19th – early 20th centuries, in which religious-moral readings played a special place. Considered the social composition of listeners, especially the organization of readings: availability of the venue, publication of brochures, a differentiated approach to the issue of forming an audience of listeners (intelligentsia, Old Believers, prisoners). Emphasizes the role of readings in the issue of improving the level of morality of the population.

THE REVOLUTIONARY PROCESS IN RUSSIA IN THE VIEWS OF REPRESENTATIVES OF THE MOSCOW AND ST. PETERSBURG RELIGIOUS AND PHILOSOPHICAL SOCIETIES OF THE EARLY TWENTIETH CENTURY
The beginning of the XX century in the intellectual history of Russia was marked by an active creative search, development and implementation of various projects aimed at socio-cultural, socio-political, spiritual and moral transformation of Russian society, the development of public, circle associations, in the forefront of which were representatives of various groups of Russian intellectuals.
Such terms as "silver age", "Russian cultural Renaissance", "spiritual revival"are actively used to characterize the development of national culture of the late XIX – early XX century. Without going into cultural discussions about the semantic shades of these terms, the author believes that they reflect the fundamental process in the intellectual life of Russia at the turn of the XIX-XX centuries – the desire of part of Russian society and, above all, the domestic intelligentsia to revise worldview ideas, the search for new models of the historical path of Russia.
In addition, at the beginning of the XX century in Russia religious feeling rapidly went beyond the Church and confessional limits. The reasons for this process should be considered, in our opinion, in two aspects: in the specific historical problems of Church-state and intra-Church relations, in the global modernization processes of neochristianism.
This work is devoted to understanding the influence of the revolutionary process in Russia in 1905-1917 on the formation and development of the Moscow and St. Petersburg religious and philosophical intelligentsia as a socio-cultural phenomenon of intellectual history of the turn of the XIX-XX centuries.
The subject of the study is the Moscow and St. Petersburg religious and philosophical intelligentsia as a phenomenon of intellectual history of the early XX century. Object of research: socio-political and socio-religious thought of the early XX century. SOCIAL CONSEQUENCES OF TRANSFORMATIONS AGRICULTURAL PRODUCTION IN THE KHABAROVSK TERRITORY IN EARLY THE 90s OF THE TWENTIETH CENTURY
The article is devoted to social problems in agricultural production in the first half of the 1990s. The author of this article analyzed the solution of social problems through the prism of the relationship between federal and regional authorities, in the relationship of social sphere and agricultural production. Government measures aimed at mitigating the negative social consequences of changes in the agricultural sphere are considered on the basis of documents first introduced into circulation. The reform of the agricultural sector in the early 1990s under the auspices of the program “Revival of the Russian village and the development of the agro-industrial complex” was carried out under conditions of a radical change in the political and economic course, the transformation of economic relations, the collapse of the USSR, difficulties in providing material and technical resources. These factors significantly influenced the effectiveness of reforms, which only aggravated the socio-economic situation of agriculture. According to the author, a sharp reduction in support for the agricultural industry by the state, unreasoned attempts to form private ownership in the village, led to the collapse of state farms - the main employer in rural areas and the producer of products, which significantly affected the agricultural production crisis affecting the village social sphere. On the example of the Khabarovsk Territory, it is considered how local authorities, solving the personnel and housing issue through concessional lending measures, tax preferences, organization of agricultural-type educational institutions, tried to minimize the migration of people from rural areas.
Exploring the diametrically opposed points of view on the transformation of the social sphere in agricultural production and the consequences of these transformations presented in the article, the author comes to the conclusion that in reforming the agricultural sector a constructive dialogue between politicians, scientists and farmers is necessary.

This article is devoted to the problem of finding new methods and approaches of historical anthropology. The significant role of culture and cross-cultural relations in modern research is shown. The author takes into consideration the concept of a dialog between cultures and its most distinctive features which are able to expand the problem field and methodology of the history of mentalities and the history of everyday life. The topic was under discussion in the works of M.M. Bakhtin and V.S. Bibler.The author proposes to use the results of the study to study the multicultural societies of the borderlands.

LOCAL AIR DEFENSE OF THE AMUR REGION DURING THE SECOND WORLD WAR (1939-1945)
The article explores the activities of the local air defense (LAD) of the Amur region during the Second World War. The paper discusses the measures in the system of the LAD to organize air defense and anti-chemical protection of the population, facilities and enterprises. The author draws attention to the activities of the bodies and units of the Amur Military District of the Amur Region in 1939-1945. The article discusses the interaction of the structures of the LAD with defense organizations and local authorities. The novelty of the research is seen by the author in entering into scientific circulation of previously unused sources on the functioning of the Amur Military District of the Amur Region during the Second World War. The article is based on archival documents of the Russian State Military Archives (RSMA), the State Archives of the Khabarovsk Territory (SAKT).

ON THE IMPLEMENTATION OF GOVERNMENT MEASURES TO PROVIDE HOUSING FOR YOUNG FAMILIES IN KHABAROVSK TERRITORY IN THE PERIOD 1993-2018
The article deals with the issue of providing affordable housing for young families in need of better housing conditions in the Khabarovsk Territory. The solution of this issue is of particular importance for overcoming the demographic crisis that has engulfed the subjects of the Far East of Russia since the early 1990s. The author analyzes the state programs that operated on the territory of the Khabarovsk Territory in the period 1993-2018, summarizes the results of their implementation and draws conclusions about the future prospects of solving the housing problem of young families in the current socio-economic conditions.

EDEM NEAR MOSCOW. THE IDEAL IMAGE OF COUNTRY LIFE AT THE TURN OF THE XIX-XX CENTURIES
The article researches an ideological phenomenon of the country life - Moscow suburbs’ Eden, as a harmonical fusion of a man and the nature. Follows forming of the idea in relation to major appearance of the villages along the rail road from Moscow to Sergiev Posad, which were known for their specially crowd build, large pieces of land, high level of conveniences, developed infrastructure and homogeneous social composition of its residents. Looks upon changes in the idea according to development of the villages (building of the churches, theaters, places of the social entertainment), increase of the social organization and responsibility of the cottagers, which were a part of the local charity societies and took part in the medical services and education for local citizens, transfer the money, collected from dances, concerts, theatre plays for the needs of charity and help of those in need of it. Follows the connection of the idea of living outside the city with the urban idea of the ideal life in the town-gardens. Determines the impact on the idea of the outer policy of the country after the beginning of the 1st World War. Author comes to conclusion that the researched ideological phenomenon proves to be stable and have a certain influence on the development of the socio-cultural sphere of the region on the edge of XIX-XX centuries.

ASSISTANCE TO THE POPULATION OF THE TABASARAN DISTRICT OF DASSR IN LIQUIDATION OF EARTHQUAKE AFTERMATH OF 1966
The paper is devoted to the peculiarities of the work on overcoming the consequences of the earthquake of 1966 in Dagestan, as a result of which its southern regions, including the Tabasaran region, were damaged.
The aim of the study – based on reliable sources introduced into scientific circulation for the first time with archival sources among them – is to show the work of the Center, neighboring regions, the leadership of the Dagestan ASSR, multinational republic residents to assist the population of one of the most affected by the disaster areas. The process of organizing the collection and sending of material and humanitarian aid to the disaster zone is studied; vivid examples of mutual assistance are provided, which indicates the fraternal relations, compassion and humanism of the peoples of the Russian Federation.

LIBERATION WAR (1648-1654), PEREYASLAVSKAYA RADA (1654) AND "POST-PEREYASLAVSKY PERIOD" (1654-1657): DEBATABLE QUESTIONS OF STUDIES IN MODERN HISTORICAL SCIENCE
The article deals with the problematic issues of the Khmelnytsky Uprising of 1648-1654. Special attention is paid to the role of the personality leader uprising, Bohdan Khmelnytsky, and the transformation of his views on the possibility of cooperation with the Polish-Lithuanian Commonwealth and the Russian state. The historical assessment of the hetman’s political relations with the Polish king Wladyslaw IV Vasa and the Polish gentry is given. Separately, the problem of the results Pereyaslav Council and their perception from both the Cossacks and from Moscow is highlighted. The “post-Pereyaslav period” (1654-1657) in the Little Russia before the death of Bohdan Khmelnytsky was characterized.

THE INFLUENCE OF THE POLISH UPRISING OF 1830-1831 ON THE TURN IN THE ST. PETERSBURG OFFICIAL ATTITUDE TO THE POLISH QUESTION
The article is devoted to the description of the basic principles of the policy of the government of the Russian Empire concerning the Kingdom of Poland before the uprising of 1830-1831, when the Constitutional Charter was in force, and after it, when it came to the introduction of martial law. The author sees the essence of such turn in the fact that before the uprising of 1830-1831 the Russian authorities included Polish nobility in the political and cultural elite of the Russian Empire, giving it the role of a "locomotive" in the process of Russia’s rapprochement with the West European civilization. The article emphasizes that the main task of the state was to unite the Slavic peoples, to incorporate the Polish lands into the Russian Empire and to make its population citizens of the Russian Empire, when the Poles did not have an opportunity to have a sovereign independent state, after the uprising that task was solved on the fundamentally different grounds. The unification program was implemented through the submission to the existing law, subordination to the state and the Emperor. It is shown that the uprising changed the attitude of the public opinion in Russia to the issue of Polish participation in the all-Russian affairs. The problem is personified and considered through the prism of such personalities as Emperor Alexander I, Prince A. Czartoryski, Emperor Nicholas I, General Field Marshal I. F. Paskevich, Prince of Warsaw and Count of Erivan.

TIBETAN FOLK DANCE
Considering the Tibetan folk dance, the author analyzed the dance movements and the rhythm of the performers, revealing the adaptation in it, on the one hand, to the local climatic and landscape conditions (high mountains), and on the other, economic and cultural type of activity (cattle breeding). In the simple folk dance of Tibetans, the semantics of the steep slopes of the mountains, the solar cult, the elements of the wind, the image of movement in the mountains, and the tread of domestic animals are traced.

THE IMAGE OF THE CATHOLIC CHURCH IN THE EURONEWS MASS MEDIA
The article analyses the coverage of the Catholic Church activity by the Euronews mass media in 2018 through content analysis of the materials, published on its website. The Holy See is one of the most regularly discussed subjects of the channel and it gets a systematic coverage by the Euronews. The results of the research show, that the Euronews media coverage of Church activities is directed towards depicting it in predominantly negative way and strongly associating Vatican with sex abuse. Every second time the Catholic Church is mentioned it has a negative coverage. If the neutral coverage is not considered, as it doesn’t shape any attitude amongst the population, the percentage of negative materials, compared to positive is even higher – 75%.

INTEGRATION PROJECTS IN THE FORMER USSR IN THE DYNAMICS OF THE FRAGMENTATION OF THE POST-SOVIET POLITICAL SPACE
The article discusses the dynamics of the functioning of integration processes in the post-Soviet space in the process of formalizing new political and economic realities. The high degree of relevance of integration associations in the former Soviet Union is increasingly increasing due to objective reasons related to the presence of established traditional ties in all spheres of public, political, financial and economic life, as well as subjective ones caused by the increased fragmentation factor in the regional space under the influence of an external factor. The concentration in the space of the former USSR of the interests of various world actors leads to a shift in the previously established norms, thus forming the depth of the apparent regional order. Against this background, an integration association as a structural unit of the modern world order can be represented as a player who adheres to the rules of the world order, and in some respects is their generator.

EFFICIENCY OF THE NON-STATE NON-PROFIT ORGANIZATIONS ACTIVITY FOR REALIZATION OF THE NATIONAL POLICY OF THE RUSSIAN FEDERATION (TULA AREA EXAMPLE)
The article analyzes the activities of non-state NPOs in the process of fulfilling the main tasks outlined in the Strategy of the State National Policy until 2025. Today, the activity of such structures is marked by excessive intensity in the direction of some areas and insufficient attention to others. So non-governmental non-profit organizations in a fairly large amount of events hold for the patriotic education of young people and countering the spread of ideologies of extremism and terrorism in educational institutions. However, some socially significant areas of state national policy remain outside their field of vision. As a classic example, we considered the situation in the Tula region, which made it possible to draw a number of conclusions. Often, events concerning patriotic education and the fight against manifestations of extremism are organized on the initiative of state structures, where non-state non-profit organizations take a far from leading role. In other words, there are still not enough initiatives from civil society, including in the process of implementing the state national policy. Civic political culture, which implies greater independence, activity and responsibility on the part of civil society organizations, is at the formative stage, which determines the orientation of NGOs in their activities on the political course set by the federal and regional authorities.

HISTORY OF US DIGITAL DIPLOMACY AND ITS PECULIARITIES
Turnaround of the national interests and priorities in the US foreign policy in the age of globalization has led to the development of the basic instruments and mechanisms of public diplomacy. The article presents the main stages of the evolution of “digital diplomacy” as a new instrument of strategic deterrence and global security. From the very beginning of 2000 up till now “digital diplomacy” remains the key mechanism keeping up foreign policy discussions at the highest level, state departments and institutions, international and nongovernmental organizations, media platforms and Internet users. Successful and as promptly as practicable institutionalization, effective mechanism of the promotion of foreign policy ideas and interests and searching for allies and adherents abroad, online principle of feed-back, split-level interaction between the representatives of foreign policy departments and society, opening of the new channels and platforms for the enhancement of national interests are among the strong points of the US digital diplomacy. There are also some disadvantages of using “digital diplomacy” by the US foreign policy departments like unleashing of informative and net wars, regional and global conflicts, advancing one-sided position on international issues and spread of misinformation.
Development of the institutions of “digital diplomacy” by the other countries has doubled the results of the new communication technologies and become the mechanism to maintain the global informative security.

STRATEGIC EVALUATIONS OF RUSSIAN-EUROPEAN RELATIONS AFTER THE UKRAINIAN CRISIS
Five years have passed since the start of the Ukrainian crisys, and the de facto union of the Crimean region with the Russian Federation. The events have a lots of explanations, but there is a consensus forming arround the notion that the Ukrainian crisys is a European-Russian matter and finds its source of the conflict precisely in the European Union's expansion and the Russian Federation's response policy. The result is that relations between the European Union and Russia, one of the most consolidated international relations on the European continent, are at the lowest level of cooperation from the formation of bilateral relations.
There are numerous measures and counter measures that have been taken over 5 years that led to the formation of a new Russian-European relationship. Todays status-quo is a delicate one and although it has had its own moments of excess, it is now in a period of adaptation and transition. The Russian Federation is looking for resources to defend itself from the effects of European sanctions and to look for beneficial strategic solutions, and the European Union seeks to undermine the influence and potential of future Russian actions.

CHINESE POLICY IN THE ARCTIC AND RELATIONS WITH RUSSIA: MAIN TRENDS
The article discusses the history and motives of Chinese policy in the Arctic. There are scientific, economic and political reasons for which the PRC is actively developing the Arctic agenda. Further, the Russian-Chinese cooperation is analyzed, the main projects in the Arctic are indicated, where Russian and Chinese companies are involved. It seems that cooperation between the countries will expand in the energy and transport sectors, as the most relevant for both countries.

RUSSIAN-KURDISH RELATIONS: INTERACTION METAMORPHOSES
The article is devoted to the identification and analysis of Russian Kurdish relation. The author allocates and analyzes three periods of the Russian-Kurdish relations: imperial, Soviet and Post-Soviet. In article are considered some questions about the Russian policy for the Syrian Kurds (The Autonomous Administration of North and East Syria (NES) or Rojava), relationship of Russia and the Iraqi Kurdistan (Southern Kurdish) and also the Russian position in connection with holding the independence referendum for Iraqi Kurdistan. Special attention is paid to.
Russia’s active intervention in Syria to defeat ISIS in 2015 as a great power, changing the balances in the Middle East. The conclusion is drawn that the Russian-Kurdish political relations are inseparably linked with the economic relations. Saturation of the political relations allows against the background of the general favorable tendency to allocate a number of the positive (strengthening) and negative (weakening) aspects.

RUSSIAN EMIGRATION TO LATIN AMERICA: SPECIFIC FEATURES, ROLE AND SIGNIFICANCE OF RUSSIAN EMIGRATION IN PARAGUAY
The emigration as the phenomenon of massive resettlement has its own general trends throughout human history, as well as some peculiarities if we regard it, for instance, through the prism of Russian emigration to different countries and regions of the world. Among such principal directions of Russian emigration Paraguay can be designated. In the present article the author pretends to demonstrate and critically analyze on the basis of available sources and including different publications in foreign languages, the role, features and significance of Russian emigration in Paraguay. This article also reflects the polemic over different points of view on the importance of Russian emigration in Paraguay. The results of the study show that Russian emigration overcame enormous difficulties and despite all negative experiences formed the Russian diaspora in Paraguay, wining trust and recognition of most of the local elite and the population itself. Prominent personalities emerged from the Russian diaspora, many of them became the historical and national heritage of Paraguay. The Russian Diaspora in Paraguay is currently making efforts to create and maintain a “Russian hearth”, the organization of which was one of the main goals of the first “white emigrant” Ivan Belyaev. However, without necessary assistance of the Russian Embassy in Paraguay, maintaining and strengthening ties with the historic homeland remains a rather difficult task. The movement towards mutual actions of Russian-Paraguayans and indigenous Russians creates the conditions for a positive outcome in bilateral relations in the name of creating a “brand of Russian culture” in Paraguay.

TERRITORIAL BASIS OF RUSSIA – POLYAN
The article describes (marks) the territorial basis of the East Slavic tribe “Polyane” (Kiev citizens) who were the first to call themselves Rus. That territorial basis was much smaller than the territory of the Old Russian state formed from the territories of various (many) Slavic tribes. The “Kiev land” as a province existed in a slightly different territorial form. With the appearance of Zaporizhskaya Sich (Cossack Republic) poles introduced the term “Ukraina.” This term proved to be viable, which is a historical fact in politics.

VENICE FOREIGNERS ON THE RUSSIAN THRONE
In the article the author analyzes the essential concept of matrimonial marriages in relation to the Romanov dynasty, which reigned in Russia for more than 300 years. It is noted that in the extensive bibliography devoted to Russian history, there was a significant gap – in it more than a modest place is given to the wives of kings and emperors, because they were hidden from researchers by the shadow of their crowned spouses, although many of them made a significant contribution to the formation of Russian society. In particular, the three-century activity of Russian empresses and wives of Grand Dukes of the Romanov dynasty on the development of charity, mercy and assistance to the needy is widely covered.

This article analyzes one of the unique ancient Russian liturgical manuscripts – Yaroslavl Book of Hours 15481. Many studies are devoted to this manuscript, but a comprehensive analysis of it, accompanied by a comparison with the rest of the ancient Russian Books of Hours, has not yet been completed, and this article is intended to fill this gap. Some prayers of this Book of Hours are published for the first time.

PRESERVING THE MEMORY OF THE SEAMEN WHO DIED PROTECTING THEIR FATHERLAND AS A NECESSARY CONDITION FOR THE EDUCATION OF NAVAL OFFICERS
The possibilities of the article are used to get closer to the research of the issues connected with the preservation of the memory of the seamen who died protecting their Fatherland and patriotic education of future naval officers.
One of the important directions in the formation of patriotic qualities of the future naval officers is a military-Patriotic education based on the heroic history of the Fatherland and military traditions of the Soviet and Russian Army and Navy. Development of political, military and economic power of Russia is impossible without development of patriotism and activation of its most important part, i.e. military and patriotic education of future officers. Remembering the sailors who died performing their military duty is not only implementation of the state approach to the preservation of history, but also a form of education of present and future generations of defenders of the Fatherland on the heroic examples of the exploits of Soviet sailors.
Creation of the “Memory Books” in the Navy and in different fleets, historical sea voyages, participation in the unique in its scale and significance public movement "the Immortal Regiment" are important elements of the military history and military patriotic work.
Preservation of the memory of seamen who died protecting their Fatherland is a necessary condition for the education of naval officers and one of the forms of the state policy aimed at military and patriotic education of the youth.

EXPERIENCE IN IMPLEMENTING THE STATE LABOUR MOBILITY PROGRAMME IN THE RUSSIAN FAR EAST (2015-2018)
The article deals with the importance of labor mobility for the development of the economic sphere of Russian society. In support of this thesis, the statistical data for 2011-2017 years, according to which the number of domestic labor migrants is steadily growing.
State policy has a significant impact on the growth of labour migration in Russia. The author traces the course of implementation of the state program of labor mobility in the subjects of the Far East of Russia, defined by the territories of priority attraction of labor resources, analyzes the factors that reduce the effectiveness of the program and provides different points of view about the future prospects of attracting labor resources to the far East region.

HISTORY OF CONSTRUCTION OF IGRIM-SEROV GAS PIPELINE IN 1965
Now the gas industry is one of the most important branches of economy of modern Russia. Besides an ekonomicheksky component there is also other aspect of the question: natural gas also is the lever of political pressure, all this thanks to the Siberian gas. This article lights an initial stage of formation of gas industry of Siberia.
Object of a research of this article is the importance and a condition of a strokitelstvo of the Siberia's first gas pipeline Igrim-Serov in 1965.
Object of research is activity of the gas fields specialized a shouting-ganikzatsy on development, to construction of the gas pipeline, the sokputstvuyushchikh of objects, a role of personnel potential in this process. And also results of this activity: terms of performance of work, quantity and quality of the constructed objects, an innovative and rationalization deyatelknost of personnel and its economic expediency, shortcomings of a strokitelstvo and their reason.
According to the conducted research to operation in 1965 there were podgotovklena subjects to auxiliary appointment and to a lesser extent technological that created need to finish construction works and to provide in parallel giving to gas on these objects. It is necessary to refer attempt to show not full readiness of the gas pipeline, but a role of improvement suggestions in construction of the facility to novelty of this article.

DEVELOPMENT OF CHINA'S LENINIST SCHOOL
The article discusses the history of the formation and development of the Chinese Lenin school, the creation of which was of great political importance for the training of qualified theoretically savvy and seasoned Chinese communists. The author notes that the analysis of archival sources allows us to determine that for a short period of its existence, the Chinese Lenin School has been constantly working on improving curricula, the system of preparing students, resolving the material and organizational problems of students' residence, etc. He comes to the conclusion that Lenin’s school was a living embodiment of Lenin’s national policy. Graduates of the school worked in all areas of socialist construction, as in the Far East Military District, as well as outside the Far Eastern Territory in Eastern Siberia. The Lenin school was a kind of educational institution that trained party, Soviet, trade union workers and teachers for elementary schools and schools for workers' education. The activity of the Lenin school was significant not only for the Soviet government, but also for the dissemination of communist and revolutionary ideas in China. Many students and cadets of the Lenin school, returning to China, engaged in revolutionary activities and contributed to the cause of the liberation of the country.

JET AND ROCKET-POWERED PLANES OF NAZI GERMANY: THEIR COMBAT EFFICIENCY AND MEANING FOR THE DEVELOPMENT OF THE AVIATION
The article concerns main types of jet and rocket-powered planes of Nazi Germany developed before and during World War II, their technical details and combat use. In general, they can say that these planes were not efficient and they could not affect the outcome of the war. Low efficiency was caused by technical problems and numerical superiority of the allied forces. However, German technical solutions contributed to the development of jet aviation (mainly Soviet military aviation) after the war.

THE REACTION OF THE LINGUO-CULTURAL SPACE IN RESPONSE TO POLITICAL PROCESSES
"Culture, like all living things, is formed by the Union of the primordial with the heterologous" [Friedenberg]. But, breaking into a new cultural space, a heterologous context is translated in terms of the cultural code, supplemented by its context, forming a new text. It clarifies the semantics of a heterologous text, abolishes irrelevant meanings, promotes the acquisition of new meaning and only then is accepted by members of society. Change or transition of culture inevitably leads to new forms of behavior.
Considering the word as a semiotic sign within a certain culture, it gives an idea of the world and encourages to act according to a certain model of behavior. Therefore, the substitution of some concepts by others leads to a violation of harmony in human consciousness, the emergence of other ideas and, accordingly, the correlation of behavior, which is sure to affect the society’s life.
The modern era is the era of information wars, attempts to erase national culture, transform nations’ linguistic cultural space. In order to withstand these processes, it is necessary to understand their mechanism.
Linguo-culturological studies are designed to explain these mechanisms and promote effective measures aimed at preserving and upward advancing of the cultural semiotic space, deliberate interference with it while carrying out state reforms, researching the optimal models for organizing state language policy and its implementation in the national regions of the Russian Federation, as well as beyond its borders.

A NEW EVOLUTIONARY ALTERNATIVE POWER
The article deals with the problem of a new evolutionary alternative to power after the presidential elections of March 18, 2018. The question of a new political structuring in the system of power in the fourth term of the presidency of V.V. Putin is raised. The verticalization of power has completed the stage of political modernization. There is a need to arrange new vectors of political development. Need some "horizontalization" power. Optimization of political structuring can become a new evolutionary alternative to power in the fourth term of Putin's presidency. Time-tested political stability, which is based on the trust of the public authorities, in a crisis becomes fragile. Reducing the risk of political turbulence is within the competence of the authorities.
In the context of the information revolution, two factors influenced the system:the system's bureaucratization and the increase in the level of decision-making (verticalization). They added nesche one factor is external pressure. In this situation, there is a new evolutionary alternative to power – structural transformation, restructuring of the political system within the optimization of political structuring.
At the same time, there is a need for interaction between the authorities and civil society in decision-making in order to avoid a conflict of interests.

Correlation of incomes and expenses on example of Orenburg region`s statistics over the period from 2010 to 2017 years is examined in the article. During the research we have studied income growth rates in the region, monitored expenses of citizens for certain categories of goods and services, taking into account the growth of prices, identified financial assets. On the base of statistics conclusions were made about the standard of living in the Orenburg region.

REGIONAL POWER AND BUSINESS OF THE REPUBLIC OF BURYATIA: STATE AND PERSPECTIVES OF INTERACTIONS
The article notes the increased importance of business communities, including at the regional level. The author briefly identifies and analyzes the problems of interaction between regional authorities and business in the Republic of Buryatia. First of all, it is an inefficient institutional environment, the reasons for which are the lack of a clear explanation of goals and objectives, an opaque mechanism for providing support, etc. Secondly, the reduction in the number of entrepreneurs themselves, due to the low level of regional business confidence in government bodies. This tendency is explained by the formal approach of the regional authorities themselves, the inefficient work of public institutions created with the participation of state bodies to improve interaction with the business communities. Thirdly, other factors (consumer distrust of products, legal illiteracy of entrepreneurs themselves, etc.). The author notes that in order to solve the above problems, it is necessary to form several basic factors: state officials trained, motivated to create a safe investment climate, competent entrepreneurs and a developed infrastructure based on public-private partnership.

The topic proposed for study in this article is relevant because of the increased media interest to such phenomena as information wars and cyber attacks. As a component of the study, the authors set themselves the task of identifying patterns of certain political stereotypes formation which form the basis of the published materials in the American press. Also, the authors will try to identify hidden mechanisms of US media influence on the world community. The object of the study, therefore, is information warfare as a new method of promoting national interests. In preparing the study, the authors used the system-analytical method, the method of analogies, the method of content analysis and the historical-analytical method.

PREREQUISITES OF FORMATION OF NATIONAL IDEOLOGY OF RUSSIA: CONCEPT «MOSCOW – THE THIRD ROME»
In article author examining of a prerequisite of emergence of nation-wide ideology of the Russian state. The concept of the aged man Filofey "Moscow – the Third Rome" arises after adoption of Roman Catholic religion and the Florentine union 1439 with the subsequent emergence of Greco-catholic church. The formed Russian statehood acquires the status of the keeper of the Christian and orthodox ideas. Certainly still it is impossible to call this concept full-fledged state ideology, however thanks to it the concept of the Russian statehood is formed, the purpose of its existence is designated, distinctive state values which include the religious, historical and cultural parties of life are established. The concept "Moscow – the Third Rome" performs the consolidating function in formation of the Russian statehood and association of Russian lands under supervision of Moscow. The state ideological policy is expressed quite poorly, however expression "Moscow – the Third Rome" began to be used for expression of religious and political claims of the Russian state on the world scene. In article reveals that the concept "Moscow – the Third Rome" predetermined the Christian nature of the state for many centuries forward. And it the turn promoted formation of special national lines of the Russian people, such as sacrifice, tolerance and firmness in transferring of various troubles both on household, and at the nation-wide level. This religious idea affirmed the spiritual right of Russia of service to Orthodoxy as only to the intact the first Christian apostolic belief. This religious idea induced a great number of cultural figures to put forward and develop at different times the doctrine about the godlike people of Russia which have the messianic idea in a human civilization, being а keeper of high morality and spirituality.

«DIVIDING OR SAVING THE TERRITORY» – DIVIDING TERRITORY OF KOSOVO IN THE SECURITY DISCOURSE OF THE EUROPEAN UNION
The European Union is a priority attraction area for the countries of the Western Balkans. All Balkan countries are candidates for membership in the Union (except Slovenia and Croatia, which are already members). For Serbia and Kosovo, the key issue on the way to integration into the European Union is a full-fledged solution to the crisis in Kosovo, which acquired the status of "frozen" since 1998. In an attempt to show European society their readiness to resolve this issue 20 years later, in September 2018, the Serbian and Kosovo presidents announced their intention to carry out a "historical dialogue" and to divide the territory of Kosovo along ethnic lines. The article deals with the division of the territory of Kosovo on ethnic grounds in the security discourse of the Balkan region and Europe as a whole.

FOREIGN POLICY CHALLENGES OF THE EU: PROBLEMS IN THE SOUTHERN NEIGHBOURHOOD AND THE REFUGEE CRISIS
The subject of the study is the main threats to the security of the European Union, due to the large-scale exodus of refugees from the regions of the southern neighborhood of the EU, the peak of which was registered in 2015. Special attention is paid to organizational and institutional and legal measures taken by the EU to counter the new challenges and the normalization of the situation, including partial suspension of the Schengen system, the contractual relationship between the EU and Turkey, the transformation of the Frontex, reform of the Dublin system. The reasons of low efficiency of the taken measures, and also prospects of their development are analyzed.
As a result of the study, the author came to the following main conclusions. The European Union, as a supranational entity designed to address the common problems of its member States, including external challenges, has proved completely unprepared for the unprecedented scale of the migration crisis caused by conflicts in the regions of the southern neighborhood. The existing institutions and organizational forms of intra-European interaction have not become an effective means of developing and implementing agreed solutions. In the long term, it is necessary to shift the focus from the practice of "extinguishing" fires in Europe to systematic work to address the root causes of the crisis in the countries of origin of refugees. This means the need for more active policies to resolve conflicts and resolve economic, humanitarian and environmental problems in the Middle East and Africa.

They will be facing many inevitable problems in the process of docking, however, these obstacles cannot hide their consistency about reshaping the structure of Eurasian continent and changing the international economic system. At the same time, there are broad spaces for cooperation in the docking process as well. This article will do research on possible risks and responses in this process.

GREAT PATRIOTIC WAR: THE OCCUPATION OF THE NORTH-WEST OF THE USSR AND THE IMPORTANCE OF THE EVACUATION OF THE POPULATION IN SIBERIA
History of the Great Patriotic War can be viewed from different perspectives. When viewed from the perspective of the military, it is the history of the Russian people greatness, desire to win and perseverance against the odds. However, there is a second party - social. From this point of view the war is a combination of two main elements - evacuation and occupation. Through these processes, from the opinion of many of contemporaries, the Soviet people were able to win. This article analyzes the process of occupation of the North-West of the country and the importance of evacuation to Siberia.

WHAT SLAVIC TRIBE FIRST CALLED THEMSELVES RUS?
On the basis of the analysis of historical sources the author proves the thesis, that Polyane (Kiev) was the first Slavic tribe identified themselves as Rus, although Novgorodtsy (Slovenes) were the first tribe to invite Russian princes to govern them after which they entered then into structure of the old Russian state.
According to the author, in the womb of that state three states were conceived: Belarus( Belarus), Ukrainian Rus (Ukraine), Russian Federation – Russia (Great Russia). The article suggests that this postulate should be the basis of the policy of the three states in their relationships.

"RUSSIAN POWER" AS THE MODEL OF ORGANIZATION OF POLITICAL POWER AND POWER RELATIONS IN THE DISCOURSE OF THE POLITICAL SPACE
The article consecrates the problem of considering the concept of "Russian power" from the point of view of model constructions, in the context of the discourse of political space. The changing system of power relations requires the use of the latest models both for the theoretical analysis of the situation and for the practice of management. An alternative to the existing paradigms may be a synthetic metaparadigmatic approach, which on the one hand complicates the work on the identification of specific elements of a system. At the same time, it allows you to see the completely objective picture of what is happening entirely and draw conclusions at the level of General philosophical. The modern state of political science is characterized by various methods of synthesis, so the consideration of the processes taking place in the country and their historical features should first be subject to General analysis from the point of view of metaparadigmatic, maximally abstract positions. Then break down into smaller topics and aspects. The attempt to apply the metaparadigmatic approach to the" Russian» problems is carried out in this article.

PATRIOTIC ACTIVITY OF THE RUSSIAN ORTHODOX CHURCH DURING THE GREAT PATRIOTIC WAR (1941-1945)
The article is presented a historical analysis of the patriotic activity of the Russian Orthodox Church during the Great Patriotic War, which showed that despite three decades of persecution and alienation, the Russian Orthodox Church actively supported the activities of the USSR Government in order to protect the country from invasion. It’s showed that Russian Orthodox Church used for this all the available resources: organized a fundraiser, support the partisan movement, the organization of hospitals at monasteries and carried out active faithful to the mobilization movement. At the same time, the actions of the Russian Orthodox Church led to an understanding of the need to normalize relations between the Church and the Public Administration.

PART OF THE RAILWAY TROOPS OF THE RUSSIAN ARMY IN THE WARS AND CONFLICTS IN THE 70-90-ies OF THE XIX CENTURY
The article is devoted to the participation of military railway men in wars and military conflicts 70-90 years of the XIX century. The article analyzes the results of the use of military formations for the construction and restoration of Railways in the theater of operations, assesses the role played by the Railway troops in ensuring the conduct of military operations in various regions of the world, considers the organization of combat and special training in the railway units, as well as their composition and organizational and staff structure.

FOOD AND DRINKS IN THE EVERYDAY PROVINCIAL LIFE OF A NOBLE FAMILY (BASED ON THE DIARY OF THE SERVANT OF THE GOLUBTSOVS, A FAMILY OF THE URALS LANDOWNERS. FROM 1872 TO 1875)
On the basis of the published Diary of the servant of the Golubtsovs, the Urals landowners, it is possible to reconstruct the catering system of in the provincial noble family that lived in the 1870s in the Perm province. The authors describe: time of the meals, composition of dishes and drinks, etc.; food culture of the noble families included traditions of Russian, French and English cuisines and it was considered an integral part of the daily life of the provincial nobility.

ALPINISM AS AN INTEGRAL PART OF ARMY TOURISM: THE HISTORY OF DEVELOPMENT
This topic of the article wasn't chosen by chance because the military tourism has existed in one form or another since people began to appear in the mountains for the purpose of fighting. The historical events indicate how the army was prepared for military action in the highlands. In writing the article took into account the work of climbers, who stood at the origins of the ascent to the peaks of the Western and Central Caucasus. The essays of participants of those events are imbued with the spirit of collectivism and mutual aid that was characteristic alpinism that time. There are some interesting descriptions of equipment, technical and tactival devices at the organization of ascents at the first stages of conquest of mountains by the military persons who aren' t having earlier experience of participation in such operations. The history of the organisation and conducting of the first high-mountain educational campaigns- Alpiniad is touched upon, as well as mass ascents to the highest peak of Europe – mount Elbrus.
The article is devoted to the process of development of alpinism in Armed Forces of the USSR in the early 20th century, the problems of development of this type of alpinism at all stages of its formation. It is not unimportant part of military history. The author also explores the process and the pattern of occurence and development of alpinism as on the general chronological features of stages of their construction and on structural-organizational – types and a sort of troops.

CORRESPONDENCE OF TOMSK CLERGY IN “TOMSK DIOCESAN GAZETTE”
The article reveals the correspondence of Tomsk clergy, who as well as Church school teachers and Tomsk missioners were the main authors of the Gazette. The study presents analysis of the articles written by the Tomsk clergy. While working on the article the author used an integrated approach, general scientific dialectical method of study and analysis of social phenomena, including the principles of historicism, systematic and objectivity. The results show a significant role of clergy in educational and enlightening activity of Tomsk diocese.

FOREIGN POLICY AND RUSSIAN PROVINCE IN 1907-1914 (ON THE MATERIALS OF THE KALUGA PROVINCE)
The article attempts to research the complex of difficult foreign policy problems that Russian diplomacy had to solve in the context of the extremely tense international situation on the eve of the First World War, through the prism of public opinion in a Russian province, which had already insisted about itself. Kaluga province did not remain isolated from the affairs of the foreign policy of the Russian Empire. In particular, articles were published in periodicals of the Kaluga province, which, one way or another, focused on the tastes and requests of readers. It can be assumed that these articles largely expressed the views of the educated part of the provincial society of that time, who, showing interest to the problems of the Russian Empire’s foreign policy, made it possible for the province to participate in the discussion of these issues.

CONFRONTATION OF THE USSR WITH THE USА THROUGH THE PRISM OF THE "PRAGUE SPRING"
The article is devoted to relations between the two global leaders on the basis of events taking place during the "Prague spring" of 1968, the Question of a confrontation of the USSR and the USA a relevant topic of the 60-ies, has not lost interest in our days.
The aim of this work was to study the phenomenon of "Prague spring" and to clarify its role in the relations between the two competing countries.
The features of the relations between two completely different, and at the same time two strongest leaders, for the sphere of their influence are studied.
The author of the publication gives a comprehensive analysis of the reasons for the introduction of Soviet troops in Czechoslovakia, reveals the geopolitical consequences of the aggravation of the confrontation between the USSR and the United States on the way to creating an "energy Empire".
Particular attention is paid to the period of changes in the social life of Czechoslovakia during the coming to power of Alexander Dubcek. The internal political situation in Czechoslovakia in the second half of the 1960s is presented in detail. An overview of the important stage of democratic reforms and transformations in the country – the time of building "socialism with a human face", called "Prague spring", and as a result - the introduction of Soviet troops on the territory of Czechoslovakia. Archival documents on events in Czechoslovakia of those years are studied. The analysis of the views of researchers on little-known facts of the cold war, military-strategic operation "Danube".
The author comes to the conclusion that the events of the "Prague spring" marked the beginning of an era associated with the implementation of new geopolitical projects. For the Soviet foreign policy – is primarily the formation of large-scale energy exports and achieve parity in the balance of the armed forces.

MANIFESTATIONS OF ETHNOPOLITICAL CONFLICTS IN THE EASTERN AND SOUTH-EASTERN REGIONS OF AFRICA AFTER THE END OF THE COLD WAR (CASE STUDY OF SOMALIA, ETHIOPIA AND MOZAMBIQUE)
The article deals with the essence and specificity of the development of ethnopolitical conflict based on the interethnic contradictions. Most countries in the world are multinational, which raises many problems with respect to internal sustainability and democratic stability of the state. Democracy that aims to create a homogeneous national society is initially doomed to fail because it does not take into account the needs of different ethnic groups that make up the population of the states, which is especially important for the states of East and South-East Africa, the population of which is closely connected with each other due to the historical unity of the territory, but in the process of colonization it was divided by borders and the imposition of contradictions based on the economic interests of the metropolis.
In addition, the article examines the main aspects of the emergence and development of ideas of political regionalism in the East and South-East Africa related to factors of historical, ethnic, religious, resources, social and economic origin. The article also studies interrelation between the aggravation of intra-national ethnic conflicts, intensification of separatism and irredentism with the foreign intervention, formally aimed at the settlement of such disputes.

This article examines the features of teaching the discipline "international relations" in Argentina. The paper uses sources and literature in Spanish, English and Russian. There was carried out a comprehensive analysis of research topics and activities of the most relevant educational and scientific centers of Argentina. Considered the academic programs of higher educational institutions in the specialty of international relations, and comparison of these programs with the teaching of specialized disciplines in the relevant faculties. The article presents the basic theories of Argentine scientists, as well as the features of the study of international relations in the academic community of Argentina.

EXTERNAL AND INTERNAL POLITICAL ACTIVITIES OF IRAQ AND THE INTERNATIONAL OPPOSITION OF ISIS
The article is devoted to the analysis of the study of the internal and external political activities of Iraq, as well as the study of the issue of international opposition to ISIL. Exploring the stated topic, it turns out that the situation in the region is characterized by political instability caused by internal and external reasons. Among them should be noted the instability of political systems, serious problems in the economic sphere, the increase in internal tensions, social disintegration, ethnic and confessional contradictions, as well as the presence of local and regional conflicts. The position on the Iraq crisis in the countries of the Middle East, Europe, the USA and Russia is ambiguous.
