FEDERAL CENTRE AND THE CHECHEN REPUBLIC: TOPICAL ISSUES OF COOPERATION PART II
In the second part of the article, the author continues a detailed examination of relations between Moscow and Grozny during the period of post-conflict settlement and further development of the Chechen Republic within the Russian Federation (from 2000 to 2013). By generalizing multiple and different sources, including his own on-the-field researches made in the Northern Caucasus republics, the author presents an analysis of the policy of the Centre in respect of the Chechen Republic. It includes: the role of the federal bodies of power in reestablishing republican bodies of power (legislative, executive and judicial branches of power); building of the economic and financial assistance to the Chechen Republic, staffing decisions of the Centre “regarding Chechnya,” and others. The article contains expert evaluation of “pain points” in the relations between the Centre and the Chechen Republic.

ERRORS, MISTAKES AND LIES IN POLITICAL ACTIVITIES: STATEMENT OF QUESTION
Errors ever accompany mankind in its multi-faceted and multi-purpose activities. Some such errors take place in the sphere of politics. In that sphere, there are also mistakes and lies. It’s common knowledge that politicians tend to think one thing, say another and do something else. They also tend to make mistakes, err and sometimes some of them lie. Considering that as a rule even in enforcing circumstances politicians do not tend to admit their political errors or mistakes, moreover lies, the question comes as to the possibility and necessity of scientific revelation of political errors, mistakes and lies considerably damaging national, state and interstate relations, interests, domestic law and order, public security, economic and social stability. The issue of such necessary revelation can be transformed from the area of possibilities to the practical sphere only if we find how the above manifestations are formed, what is their essence, similarities and differences.

In his article, the author analyses the issues of inter-ethnic relations and the issues of migrants’ integration in the Russian Federation. As many other large countries of the world, the Russian Federation demonstrates complex ethnic (national) and religious composition of its population. Co-residence of holders of many cultures and carriers of a lot of languages within one country and within one Russian science has been a permanent characteristic of our state throughout its history. Diversity of the population was a source of mutual cultural enrichment and interaction, and a pre-condition for the development of the country.

PROBLEMS OF DESIGNING THE RUSSIAN CIVIL IDENTITY
At the present stage of development of the Russian humanities, we witness a research interest to the problems of designing the Russian social identity, in the structure of which civil identity is the most important component. Civil identity means not only awareness of belonging to a community of citizens of a certain state, which has a certain meaning for an individual, but also an adoption by him of a certain behavioral pattern of a citizen. In other words, it is expedient to view civil identity as a deliberate process when a person associates or identifies himself with a certain state community in a specific social and political context. At present, civil identity is often viewed in science primarily as a factor contributing to consolidation around the country’s interests that is why the degree of its rootedness in the citizens’ minds and behavior acts as a guarantee of political and spiritual consolidation, as well as unity of the society.

CULTURAL NATIONALISM IN CHUVASH REPUBLIC (second half of 1990 – the first half of the 2000)
Chuvash Republic is the subject of contemporary Russian Federation. The collapse of the Soviet Union assisted to activization of cultural nationalism in the region. National Revival, on the one hand, was too short and nationalism did not get the status of determining factor in the political development. On the other hand, the political activization of nationalism institutionalized conditions for development of nationalism in other areas of society. The language and different cultural practices of Chuvash intellectuals became forms of nationalism in Chuvash Republic.

ISSUES OF ETHNIC ADAPTATION IN TODAY RUSSIA
The article shows causes underlying crisis situations in the post-Soviet period. It also determines the main goal of national policy aimed at the formation of such a society in which national needs of each person or a specific ethnos are most fully satisfied. Or to satisfy all nations inhibiting the country in such a way that would not infringe upon the legitimate interests of ethnoses and or would be accompanied by tensions or conflicts. Achieving this goal involves creation of relevant conditions and mechanisms of reproduction of national and ethnic life of each nation in all its richness while maintaining and deepening traditions of equal development and cooperation among nations.

FEDERAL BODIES OF POWER IN THE SYSTEM OF SPIRITUAL AND MORAL EDUCATION OF THE YOUTH
The authors have put the task of designating an issue, new for politology but topical for social and political practice, the issue of researching the role of federal bodies of power in the spiritual and moral upbringing of the youth. The reason for writing such article was the fact that the issue has not been examined before. Hence a goal: to attract the attention of representatives of political sciences to an important area of scientific knowledge. As of today, there is a general negative view of the government institutions supposed to carry out spiritual and moral upbringing of the youth. But a mere attempt to study the issue helps to make adjustments to such views. Political documents, press materials, TV channels information and scientific literature were used for the preparation of this article. Basic methods of research were analysis, synthesis, study, and observation. The authors have come to the conclusion that the government, represented by its federal bodies of power, has increased attention to the sphere of spiritual and moral education of the youth. Some aspects of the issue designated in the article can be considered as directions for further scientific research not only for politilogy, but also for law studies.

Patriotism has always played an important role in the political consciousness of Russia, and this fact shall not be underestimated under the conditions of the present day political transformations. It is especially important because patriotism is one of the basic features of the Russian national character and it has always been like this, in all historical epochs. Today, at the time of political changes in the society, the issue of patriotic upbringing of the youth has become an issue of national scale.

NATIONAL AND TERRITORIAL SECURITY OF THE RUSSIAN STATE: HISTORY AND THE PRESENT TIME
An appeal to the domestic experience of ensuring national and territorial security of the Russian state permits not only to reveal problematic aspects of the government foreign policy but also to use historical lessons for strengthening federative grounds of today Russia. The article demonstrates past basic stages of ensuring national and territorial security of the Russian state with the consideration for its poly-ethnic character and nation-building.

REGIONAL POLICY: ETHNICAL FACTOR AND REGIONAL POLITICAL STABILITY
In his article the author analyses features of the regional stability in the face of national and regional separatism. The historical examples are determined. The author examines the issue of political stability and analyses examples for ensuring ethno-political stability. The author raises questions of the region’s population ethnic composition and its impact on potential separatist sentiments.

SOCIAL TOURISM IS A WAY TO MAKE RUSSIAN PEOPLE HEALTHIER
Social tourism is becoming a more popular product on the market of tourist services. Moreover, social tourism is becoming more popular in Europe where we witness new programs aimed at its support, similar processes are taking place in our country. The on-going financial and economic crisis in Europe and in the world, certainly, affects the social sphere, but, despite the narrowing resource capabilities of the employers, the issues of the social support of holidays for the people are becoming more acute and are being discusses at the expert, government and inter-government levels. In our country, the issues of social tourism and its implementation mechanisms are on the agenda of the Federation Council and various ministries and are being worked out at Rostourism.

The article analyses the issue of migration. Undoubtedly, in the globalizing world migration is becoming one of the most effective driving forces forming the social landscape of the new century. On the one hand, the migration processes today are the result of global relations among separate communities and national economies that have entered into such relations, and, on the other hand, they can be considered as boosters of further social reforms both in receiving countries and the countries of origin.

Speech is one of the most complicated types of human activity, which consists in communicating with other people, in expressing and transmitting thoughts with the help of words of one or another language. But whether each combination of words constitutes speech? In his article, the author attempts to answer this question by studying and analysing views of great philosophers on the subject.
