In the article, the author draws attention to the importance of further improvement of theoretical and methodological foundations of the language policy. He draws attention primarily to the issues of language and national identity, formation of literary languages and functioning of dialects, to the inter-relationship of state languages and accounting thereof in the national policy.

POLITICAL AND LEGAL FOUNDATIONS FOR PRESERVATION AND DEVELOPMENT OF THE BURYAT LANGUAGE IN THE REPUBLIC OF BURYATIA

The article analyzes the problems of preservation and development of the Buryat language in the Republic of Buryatia, the implementation of its functions as a state language, its application in the social and cultural spheres, improvement of education and information sphere. To address these and other questions it is necessary to further improve the legislation of the Republic of Buryatia in the fields of languages, education and culture.

LANGUAGES OF INDIGENOUS PEOPLES OF YAKUTIA AND PROBLEMS OF THEIR DEVELOPMENT

In this article, the authors discuss language problems of the indigenous small peoples of the North, in particular, Yakutia. Analyzing issues existing in this sphere, the author notes the decline in the use of the indigenous languages. They distinguish four classes of problems of indigenous languages: linguistic, social, humanitarian, informational and administrative.

NATIVE LANGUAGES AS A FACTOR OF IDENTITY AND UNIQUENESS OF THE PEOPLES OF DAGESTAN

The article addresses an important issue of preserving the unwritten languages in the modern Russian Dagestan. The author points out to the importance of preservation and development of native (milk or maternal) language as the main factor of preserving ethnic identity and self-identification, cultural characteristics and uniqueness of the Dagestan peoples. The article notes that indifference and poor decisions by state and local officials can lead to the complete disappearance of such languages.

THE CRIMEA AND RUSSIA: HISTORICAL AND LINGUISTIC ASPECT

The article deals with the accession of new territories of the Russian Federation in the form of federal subject in the case of the Republic of Crimea and Sevastopol city of federal significance. The author assesses the political instability in Ukraine, which led to the illegal seizure of state power in Kiev. Legitimately elected authorities of Crimea did not agree with such situation in Kiev. The author appreciates the actions of local legitimate authorities of Crimea on the self-determination of the peoples of the Crimea in order to preserve stability in the region and in order to join the Russian F ederation. Attempts to analyze developments by historical and other methods of analysis are made. Conclusions about the prevention of violence and ethnic conflicts in the region, protection of the population and the preservation of economic instability aft er the concerted action of the President and the Government of Russian Federation in this direction are made.

The meaning and role of ethno-cultural factor in its broad review is still not fully appreciated. Ethnic culture in a changing world order is a necessary element of the international image of each country. The article is of interest not only by the desire of the author to reveal the ethno-cultural dominant in the life of society, but also to accumulate experience in strengthening civil and spiritual unity of each nation.

HARMONIOUS PURPOSEFUL INTERETHNIC AND INTERFAITH POLICY AS RUSSIA’S "SOFT POWER" TOOL IN THE INTERNATIONAL ARENA

At the turn of the Millennium the world history develops in three dimensions - globalization, regionalization and personalization. Globalization is a dominant, driving the international community to the comprehensive integrity. Regionalization dictates enhancement of the role and status of individual regions sometimes to the level of status of those state entities, the subjects of which they are. The personalization of international relations is reflected however in the protection of the rights and freedoms of every individual as a peremptory norm (jus cogens) of contemporary international law. The simultaneous effect of these three trends is accompanied by the inevitable clash of national, confessional, class, corporate and personal interests. Transnational corporations support the acceleration of globalization, the nation-states defend their territorial integrity, regions fight for self-determination and autonomy, and individuals assert their rights and freedoms. Under these conditions, the harmonization of processes of interethnic and interfaith interactions within individual states is particularly important to enhance the attractively of these respective states, to strengthen their "soft power" in the international arena. Russia is a huge multi-ethnic and multi-confessional state. That’s why its interethnic and interfaith policy’s example is especially important in the increasing clash of civilizations of the modern world.

POLITICAL MEDIATION IN THE CONDITIONS OF ETHNO-CULTURAL AND RELIGIOUS DIVERSITY

Today, humanity is objectively involved in the processes of radical global transformations of a contradictory and hardly predictable nature. On the one hand, the integration of peoples in a single political, economic and socio-cultural space expands and enriches the possibilities of a comprehensive ethno-cultural interaction. On the other hand, the emerging "global culture" is perceived by traditional ideologies as a tool of suppression of ethnic identity and a real threat to state sovereignty that provokes the mobilization and politicization of ethnicity in sub-regional (ethnic conflicts) and global scales (international terrorism). Theoretical understanding of the dynamics and prospects of development of modern inter-nation and inter-ethnic processes is impossible without the regard for their conflict potential and also without the development of technologies of their settlement – political mediation. The article discusses the role of new political institutions and political mediation in the conditions of ethnic, cultural and religious diversity.

CONSTITUTIONAL AND LEGAL BASIS AND THE PROCEDURE OF CRIMEA’S ENTRANCE INTO THE RUSSIAN FEDERATION

Entrance of the Crimean Peninsula and Sevastopol, the city of federal significance, in the constitutional and legal framework of the Russian Federation caused a flurry of conflicting opinions and accusations on the part of foreign political leaders, social activists, leaders of the new government in Ukraine and other actors of international relations. The mere precedent of "Crimean Spring" is unique in its structure and consequences for the entire global paradigm of relations. Of special interest is the issue of Western policy of sanctions against Russian economy and politics aimed at weakening political and economic leadership of Russia in a number of positions. These are the consequences or the so-called "feedback" from the European Union and the United States after the Crimea and Sevastopol’s entrance to the Russian Federation. This article investigates main constitutional and legal aspects of the accession of the Crimean Peninsula to Russia, its entry into the Russian constitutional and legal framework as well as major legal and theoretical structures legitimizing this process. In the same vein, the author discusses basic positions of international law and international community regarding the subject under consideration.

In this article developed on the basis of the author’s presentation at the meeting of the working group for the implementation of the Strategy of the State National Policy of the Russian Federation, the author presents her analysis of the today state of interethnic relations reflected in the Strategy. The author specially draws attention to the notion of “tolerance” and proposes a new notion of “interethnic harmony”.

FORMATION OF THE POTENTIAL OF THE YOUTH IN NEW SYSTEM OF SOCIAL AND CULTURAL COORDINATES

Political realities of the recent years have laid bare the issue of the youth growing activity evident at various levels and characterized by sharp imperatives in respect of bodies of power and existing public institutions and poorly regulated by the operative political instruments. The government attitude towards youth is being transformed largely under the influence of multiple factors, among them: geopolitical factors, the country’s stability on the international arena, stability of the national, cultural and confessional situations, as well as social and economic growth. Aggregation of these factors or rather their disharmony results in the growth of protest activity that swung up in the first decade of the 2000s on the political map of the former USSR and primarily in Georgia, Ukraine and Kirgizia and proved that the striking force of “colored revolutions” is youth. During this period, a great potential of passionarity was rapidly formed in the consciousness of the young generation capable of spontaneous or regulated strong outbursts of its forces and impulses within the coordinates of their country’s political space.

ETHNO-CONFESSIONAL MILITARY UNITS AS THE MOST IMPORTANT MECHANISM FOR THE FORMATION OF NATIONAL IDEOLOGY: HISTORIC EXPERIENCE AND PERSPECTIVES

Formation of national ideology in the Russian military construction has always been problematic and has been rather efficiently resolved through various means. Its content today is most complex from the military and political, social and economic points of view and is primarily caused by the lack of the government’s coordination in the formation of outlooks of the future country defenders and practically the defenders themselves. As a result, we witness widening differences between the outlooks of different soldiers, inter-ethnic and religious contradictions, including, those among kinsmen from different tribes or families, non-manual relations and ethnic crimes. The author in her article describes peculiarities and perspectives of formation of the national ideology through the formation of ethno-confessional military units.

By comparing the regional policy models in the Russian Federation and the EU countries, he reveals the differences in its implementation arrangements and comes to the conclusion that, as a part of an open state concept, it is possible to apply the basic principles of the European regional development policy within the CIS boundaries, as well as those of the united Russia-Byelorussia state.

TODAY STAGE IN THE REGULATION OF FEDERATIVE RELATIONS

The article analyses the new stage in the distribution of responsibilities between the federal and regional authorities, as well as local self-government bodies of power. Two Presidents of the Russian Federation: V.V. Putin and D.A. Medvedev more than once spoke about the necessity to decentralize and re-distribute the powers. The author mentions the Concept of Federative Reform developed in 2002 by a special Presidential Commission headed by D.N. Kozak. The article touches upon planned amendments and proposed lines of development that were stated by D.N. Kozak and D.A. Medvedev. The author supports the idea of expediency of a transfer of powers to the subjects of the Russian Federation in the mid- and long perspectives, such a transfer would permit the subjects of the Russian Federation to increase the volume of revenues to their budgets.

ETHNO-POLITICAL SEPARATISM AS A THREAT TO RUSSIA’S NATIONAL SECURITY

Under the present day conditions, the security of the Russian Federation is to a greater degree determined not by the external, but by the internal factors. In this situation, the most acute internal threat for Russia is the threat of regions’ separatism. In his article, the author analyses the issues of ensuring national security and the influence on this process of ethno-political separatism, which, in the author’s opinion, represents a great danger for the country’s integrity. The author demonstrates principal factors of regional disintegration.

THE EURASIAN IDEA IN E. KHARA-DAVAN’S WORKS

The article is devoted to the development of the Eurasian idea in the works by E. Khara-Davan, one of the Eurasians, less known to Russian science. His perception of Russia as a Eurasian civilization is similar to that of N.S. Trubetskoy, P.N. Savitskiy and others. The article shows E. Khara-Davan’s views on the role of Mongolian and Turk nations in the formation of Russia as a poly-ethnic space, on the political and cultural effects of the Genghis Khan’s epoch on the development of Russian statehood.

THE IDEOLOGY OF UNIVERSAL INTEGRATION PRINCIPLES OF THE EURASION UNION

The article briefly analyses sources of the world outlooks of the ancestors of the modern Eurasian ethnoses. The article examines the issues connected with the most ancient diffusion of various cultures at the junction points of various landscapes in the Pamir-Himalaya area, that later appeared in the Urals-Altai area and bordering territories of the today Russia and Kazakhstan. In this light, the issues of the uniting ideology of the integration principles of the future Eurasian Union are being considered. Among them are the synergy of the projectivity of Tengriism and Russian cosmism that may become the basis of the Eurasian ideology and give a strong impulse for the implementation of the Eurasian project.

ETHNO-POLITICAL SITUATION IN THE POST-SOVIET SPACE: DIFFICULTIES AND CONTRADICTIONS

This article looks at the reasons that cause crises in post-Soviet period. The author provides a general insight into state construction experience in regions across Russia, reflects on theoretical issues related to federative development and identifies the problems and suggests options to address them. The ultimate goal of national policy is to build a society which would meet in due time and in full the needs of both the individual and the ethnic group, or the needs of all people living on the country’s territory without encroaching on the legitimate interests of other individuals or ethnic groups and without triggering tension or conflict. Hitting this target requires certain conditions and mechanisms to reproduce national and ethnic traditions in diversity while preserving and enhancing the tradition of equal development and cooperation among nations.

This article examines the impact of the national policy of Azerbaijan on indigenous peoples in the country. Especially segmented by national borders. The author analyzes the precarious position of the state, while maintaining and continuing the model policy, which has similarities with the Turkish one. In addition, the author of a hypothesis to optimize national policy to prevent political instability and maintain the integrity of the state.

Starting from September 1, 2012, a new six-module discipline is being thought in Russia’s schools: Basics of Religious Cultures and Secular Ethics. The discipline divides the 4th grade schoolchildren into five groups, each studying either one of the main religions or secular ethics, and potentially it brings dissonance into their unity. From the point of view of the metascientific culturology, the article proposes a solution to the above problem by transforming the currently taught discipline into another (consonance) discipline – Basics of Secular and Religious Ethics.

CONFLICTS IN THE CAUCASUS AND CENTRAL ASIA

In this article the author examines and analyzes the conflicts and the potential for more conflicts in two neighboring regions, both explosive and significant for world politics from geopolitical and energy points of view - the Caucasus and Central Asia. The main causes of tension in the regions are their transcontinental geopolitical location, potentially vast reserves of energy and a unique wealth of biological resources, ethnic, cultural, mental and religious diversity of the regions. The article discusses the main conflicts both on land and at sea, analyzing destabilizing factors and potential conflicts, primarily due to the militarization of the Caucasus, the division of the Caspian Sea and the removal of the peacekeeping forces from Afghanistan in 2014.

POPULATION DYNAMICS OF THE NORTHEN CAUCUSES INDIGENOUS MINORITIES

The article analyses the population dynamics of the Northern Caucuses indigenous minorities that were not included in the Unified List of the Indigenous Minorities of the Russian Federation. The dynamics covers the period from 2002 to 2010, between two All-Russia Censuses. The focus is on demography and language issues and the correlation between the urban and rural population.
