IN SEARCH OF NATIONAL IDEA FOR MODERN RUSSIA: EVOLUTION OF SCIENTIFIC VIEWS
In the article the authors examine issues connected with the search of national idea in modern Russia and stress that societies today, just as in the past, need to identify and preserve their identity and uniqueness at the state and national levels and can do this only on the basis of peoples’ political, legal, social, economic and cultural self-determination. While studying this issue, the authors came to the conclusion that determination of the new identity under the present day conditions sets a double task of preserving national and cultural uniqueness while determining the scope of permissible integration into the world community. This is possible only under the condition of identity being expressed by the national idea.

SUPRANATIONAL FORMS OF PUBLIC SELF-ORGANIZATION OF CITIZENS IN THE CIS MEMBER STATES: ETHNOCULTURAL ASPECT
In the article the author draws attention to the development of supranational forms of inter-government cooperation. Processes developing on the territory of the former USSR may be called a central plot of the today world politics. The institutionalization of inter-government structures, the appearance of powerful integration technologies and development of transnational corporations not only in the sphere of business, but also in the sphere of humanitarian structures have changed the approaches to the improvement of cultural ties, preservation of historic heritage of moral and spiritual values, friendship and solidarity among the peoples of the Commonwealth of Independent States, all of it despite many skeptic statements regarding CIS itself. During more than twenty years of its existence, CIS has succeeded not only in preserving historic peculiarities of this areal but in furthering development of efferent flows existing in the form of various structures aimed at inter-government cooperation. The today vector in the development of inter-government relations is characterized by the negation of stereotypes and a search for new modern approaches in the changing world.

INTERACTION BETWEEN GOVERNMENT AND CHURCH IN THE FORMATION OF RUSSIA’S IMAGE
The author analyses national image as a positive benchmark which Russia should aspire to reach in order to remain an economically strong, independent state with its own cultural and historic traditions, national self-conscience and spiritual development. The author comes to the conclusion that the contribution of the Orthodox Church is priceless during the time of hardship for the country when the true faith is being corroded by multiple sects that have recently appeared in its territory. In the author’s opinion, it is the Russian Orthodox Church that has been uniting and continues to unite most Russian citizens around traditional orthodox moral values.

RELIGION AND MODERN TECHNOLOGICAL REVOLUTION
The Religion’s impact on mass consciousness could be hardly overestimated. The changes of social economic formations, the nation building and consolidation of social classes were tightly coupled with radical transformations in human beliefs. These transformations were adequately reflected by Religious philosophy and spiritual life of society. A good number of questions should be answered with regard to relatively weak and sometimes contradictory influence by clergy on ideology (Weltanschaung) of modern Man. The answers to these questions have been sought by the author of the article in the specific character of global historic process between the ХХ and ХХI centuries AD, in the so far unknown nature of information-technological revolution and in its impact on mass consciousness.

It has absorbed Slavic, Finno-Ugric, Turk, North Caucasian ethnicities, people of Mongol group – Buryats, Kalmyks, native minorities of the North and Siberia (circumpolar civilization), Russian Germans, Russian Jews, Russian Greeks and other ethnicities. Russia’s contemporary Eurasian idea lies in assuring integrating processes in all areas of life-sustaining activity of the people of Russia and the CIS by maintaining and developing their civilizational peculiarities.

LABOUR RELATIONS UNDER THE CONDITIONS OF SOVIET FEDERALISM
Policy pursued by the Russian government during the building of Socialism confirms a new attitude towards a person and his labour. The constitution of the RSFSR and the labour Code of 1918 become the foundation for the development of labour relations across the entire country. Changes in the labour law of the USSR adopted later continue to strengthen federative form of the multinational state.

CONFLIKTS IN THE CAUCASUS-CASPIAN REGION AND INNOVATIVE METHODS FOR THEIR ANALYSIS
The article deals with the problem of fighting terrorism in the Caucasus as one of the most important priorities of state policies for over a decade. The author argues that we need substantially new methods for analysis, data gathering and practical work in this field. The article outlines new mechanisms and methods for fighting extremism and criminal activities in the region, arguing that it’s necessary to more effectively involve various state agencies as well as consolidate the efforts of all Caspian states in the matters of collective security in the region. The author shows more effective ways for solving the Caucasus problems.

In the article, the author examines the problem of drug addiction and analyzes social and political factors of spreading drug addiction across the country. He pays special attention to multilevel system of researches by governmental and nongovernmental organizations that are specialized in rendering assistance to drug addicts by treating and rehabilitating them. He analyzes political and legal basis of countering the spread of drug addiction and alcoholism in the Russian Federation and also the basic trends in the activities aimed at fighting against illegal sale of narcotics. He studies the regional aspects of countering the spread of drugs and international experience in regulating this area.

In the past 10 years, a wave of “colour revolutions” has spread across the former Soviet Union and the Soviet block. Some countries could withstand but some others failed. What is the origin of these revolutions? What are the reasons that led to these uprisings? The article answers these and other questions. The basic reasons for these revolutions are hidden in the governments themselves, and internal contradictions, and conflict situations in the society. The best way to prevent them is to make well-thought and balanced political decisions on ruling the country.

The article examines certain specifics of the country’s political modernization when the “ruling party” is dominating and sums up the outcome of elections of the State Duma of the Federal Assembly of the Russian Federation which were held on the 4th of December 2011.

RUSSIAN ELECTION AS A FACTOR OF A FEDERAL RELATIONS INSTITUTIONAL DEVELOPMENT
Considering the elections as an essential component of federal relations, the author analyzes the electoral law and the legal issues affecting the legal issues of delimitation of the federal government and regions of the federation. It is hold idea that the election - is the core mechanism of change and development of federal relations and the main form of political people's will in the region as a source of regional governments. Then it is a brief analysis of the regional elections transformation various stages in post-Soviet Russia, and assess their impact on the development of federative relations. The author examines in detail the regional elections as a factor shaping the regional political elite and seeks to identify trends of The Electoral Institute in Russia.

THE MAIN FEATURES OF FEDERALISM IN THE RUSSIA AND THE USA (COMPARATIVE LEGAL ANALYSIS)
This article is devoted to comparative investigation of the genesis of Russian and American federalism under its historical evolution. As a result of this research we can see that the federalism implies the whole spectrum the phenomena and relations immediately associated with federative form of state structure. Despite of usage of common model of federalism, like competitive federalism, federative structure in Russia and the USA have more distinctions then resemblances.

SOME STRATEGIC APPROACHES TOWARDS ACHIEVING SOCIAL AND POLITICAL STABILITY IN THE “RUSSIAN CAUCASUS” UNDER NEW CIRCUMSTANCES
In the article, the author analyzes internal and external factors of social and political stabilization of the “Russian Caucasus”. He studies the role and place of the North Caucasus in Russia’s geopolitical interests. He insists on a need to search for new approaches in Russia’s Caucasian policy. The author puts an emphasis on the problems of correlation between ethnic, regional and civil political identity. After studying the North Caucasian Federal District, the author insists on reviewing its structure. In view of this, the author has formulated proposals for reforming the North Caucasian Federal District (NCFD).

FORMATION AND DEVELOPMENT OF MUNICIPALITIES IN THE NORTH CAUCASUS
In the article, the author analyzes the development of the local self-administration institution in the North Caucasian Federal District. The article says that although the federal and regional legislation is well developed, the district insufficiently takes into account the regional differences - social and economic, social and cultural, natural and geographical, historical and ethnic. The author says that lack of innovative attitude towards progressive methods in municipal administration and positive practice in carrying out the tasks of municipal administration prevails in the municipalities of the NCFD.
