FEATURES OF THE GENOTYPE OF THE RUSSIAN NATIONAL POLITICAL CULTURE
The research object of this paper is the study of the origin and development of the ruling elite of Russian society since the formation of the state to the present day. The author substantiates the polysemy of the concept of "elite", discusses the defining characteristics of the ruling elite and highlights the main factors and characteristics. The article addresses issues of research of the process of elite-formation and functioning of the elite.

DEVELOPMENT OF PUBLIC POLICY IN THE CONTEXT OF REGIONAL YOUTH POLITICAL ELITES PARTICIPATION
The development of systems of state support for the mutually beneficial participation in the implementation of youth projects should be well organized and run a truly citizens' public order. This will give social significance to the actions of the regional youth political elites who wish to be recruited at the federal level. This article discusses basic theoretical principles of interaction of youth political elites with state and non-state political institutions, interested in the comprehensive development of young intellectual leaders, and the entire political system. The article discusses new forms and methods of implementation of ideas and projects that are worthy to be represented at the federal level to address the existing problems of modern citizens.

FACTOR ANALYSIS OF THE INDEX OF THE RUSSIAN FEDERATION REGIONAL PREPAREDNESS TO THE INFORMATION SOCIETY
The article deals with the index of regional preparedness for the information society according to the data for 2008-2009. With the help of factor analysis, the most important indicators and composition of the main factors are being developed. The proposed methodology of the index and suggestions for improving the methodology. On the basis of the results, recommendations are given.

Considering the elections as an essential component of federal relations, the author analyzes the electoral law. It is hold idea that the election – is the core mechanism of change and development of federal relations and the main form of political people's will in the region as a source of regional governments. Then it is a brief analysis of the regional elections transformation various stages in post-Soviet Russia, and assess their impact on the development of federative relations. THE ROLE OF POLITICAL MEDIATORS IN SECURING NATIONAL AND FEDERAL INTEGRITY OF RUSSIA
It should be recognized that the current asymmetric model of Russia's Federal system and the practice of implementation in it of national and federative relations do not allow to fully use the high standards in the political and legal environment for the protection of country's national unity. With all the success rate of the Russian authorities to implement the national policy on the principle of "unity in diversity" and to strengthen the constitutional and national pillars of statehood, there are periods in the history of new Russia when disintegration problem arise, solved by the Centre in the administrative manual style, combining elements of management centralization/decentralization. A vivid example of the activation of disintegration tendencies in the country was the so-called "parade of sovereignties", which was successfully passed only through a balanced policy of the Federation. However, not downplaying the merits of authorities in strengthening national bases of the country and ensuring its national security, the role of the scientific expert community may also be useful in such matters of practical politics. In this article we propose an introduction of a mediation communication and technology in the Federal matter of state, with the aim of reaching a compromise political decisions by the heads of subjects of the Federation to strengthen the traditions of national unity of Russia. The article was prepared within the framework of a scientific school headed by Doctor of political sciences, ProfessorV.V. Gaiduk "Political mediation in the conditions of Russian federalism".

PARTIES IN THE POLITICAL SYSTEM OF THE SOCIETY: THE PROBLEM OF DEMAND FROM THE MODERN RUSSIAN VOTERS
The article analyzes public organizations that mobilize public consciousness at the most active phases of the society's political life. The development of political parties and representation of political power, the parliamentary system, the development of universal suffrage are considered as elements of a single process. Gaining power to obtain the powers of the formation of the government and implementation of their election programs available through their representatives public resources and possession of legislative powers assist parties to establish standards for all population groups, using the authority of the state and its apparatus of coercion. In the consciousness of the population, the main thing is compliance between the Government policy and the system development which is more crucial then party ideology.

Training course "National minorities and small indigenous peoples in the national policy of the Russian Federation" is included in the variable part of the professional selective subjects of the basic educational program. To master the course "National minorities and small indigenous peoples in the national policy of the Russian Federation" students use the knowledge, skills and activities, formed in the process of studying “Ethnology and ethnography”, “History”, “Theory and history of a nation and ethnic relations", "Public administration of national and federative relations", "The formation and development of the multinational state", and serves as a basis for the study of such subjects as "Ethnopolitical conflicts: the nature and mechanisms of prevention", "Culture of interethnic communication" and others. The main aim of the course is to prepare students in the field of knowledge of the Russian peoples, their history, socio-legal status, the development of political and legal bases of their persistence, the ability to map international law and Russian legislation in the sphere of preservation of their rights and socio-cultural development.

ETHNOLOGICAL METHOD AND NATIONAL AGENDA OF TODAY
Despite Russia’s polyethnic character, at all times, its ethno-political processes were regulated amateurishly and roughly, without the consideration for the scientific achievements. In this sense, a serious gap in political science, in modern federal practice is the lack of clear understanding, of scientific formulation and justification of the question of the method of investigation of politically significant manifestations of ethnic processes and ethnic relations. That is the lack of an aggregate of methods and techniques needed for the research of an objective reality, characterized by ethnic subjectivity, by peculiar relations and burdened by ethnic characteristics and ethnic character of the socio-political connections and consequences. The lack of a clear understanding of this issue by the science causes illiterate application of political means aimed to control these processes and relationships. The article examines the role of ethnological method in the national policy of modern Russia, considering its federal and ethno-political features.

IMPROVEMENT OF THE MECHANISMS OF FORMATION OF LOCAL AUTHORITIES IN THE FRAMEWORK OF THE REFORM OF MUNICIPAL GOVERNMENT IN THE RUSSIAN FEDERATION
The article is devoted to the study of the stages of development of the political and legal basis for the formation of bodies of local self-government in the Russian Federation. The article also identifyes trends in the formation of the electoral system of party lists at the municipal level since the implementation of local government reform. The author analyses the transition from the majoritarian electoral system, the most common in the 2000s, to the gradual legislative introduction of the proportional system in local elections in the Russian Federation. In the end, the author draws conclusions about the reasons for underdevelopment of party representation in the elections at the municipal level, as well as the inappropriate use of the system of party elections in the municipalities of the Russian Federation.

TAX FEDERALISM: CONCEPT, GENESIS, CONTENT, ESSENCE AND PRINCIPLES (BASED ON THE EXPERIENCE OF RUSSIA AND THE UNITED STATES)
The fundamental idea of federalism as a territorial form of democracy is inseparable from the concept of fiscal federalism, and as part of it – of tax federalism. The approach of scientists towards the assigning of a separate "tax federalism" is ambiguous. Considering the large number of other terms (economic federalism, financial federalism, fiscal federalism, federalism of negotiations, competitive federalism etc.) and the importance of fiscal federalism, with which these terms are associated or even identified, the tax federalism itself is not widely used. In this article, the author analyzes the actual tax federalism in Russia and the United States, its genesis, content and basic principles.

DEFINITION AND NATURE OF POLITICAL CONFLICTS AND POLITICAL CRISES IN THE SCIENTIFIC LITERATURE
The author answers the question of what constitutes political conflict, what is its nature and resolution mechanisms. The author explores various definitions of this concept, presented in the scientific literature, and gives his own interpretation of the concept of "political conflict". In general, the political conflict is nothing more than a variant of the competitive interaction between several parties (groups, states and individuals) seeking conquest, the subsequent distribution and retention of power. The conflict is one of the possible variants of interaction of the policy subjects. However, due to the heterogeneous nature of the society, continuously generating citizens' dissatisfaction with their situation, differences in views and other types of mismatch positions, most often it is the conflict that forms the basis for the behaviour of different individuals and groups, leading to the changes in government structures and transformation of the political processes.

GEO-POLITICAL EXTREMISM AS A THREAT TO RUSSIA'S NATIONAL SECURITY
Modern processes and political transformation of Russia have led to the development of such phenomena as extremism and associated terrorism that gave rise to the growth of crime and the assault on the government institutions and the society in general. In the Russian Federation, a rapid growth of extremism is taking place from the 90-ies of the last century whith the change of the country's political system and transition to market relations. In the modern Russian society, these manifestations took the form of political, ethnic, national and social extremism and are interlocked with the terrorism and organized crime, thus, posing threats to the national security of the Russian Federation. The activities of extremist organizations and their representatives in all cases are aimed at a violent change of the constitutional system, and with a good reason must be considered as threats to the national security.

NATIONAL POLICY AND NATIONAL SECURITY IN THE CONDITIONS OF RUSSIAN FEDERALISM: IS THE SECOND "PARADE OF SOVEREIGNTIES" POSSIBLE?
Disintegrative tendencies in the Russian regions pose a great threat to the integrity of the state and can be activated in a variety of regions. A special role in these processes is played by regional elites, which in certain circumstances can act as guarantors of the constitutional integrity of the country, or as a factor of disintegration activities in a given region. The article discusses the disintegrative potential of various Russian regions, which has undergone major changes since the period of the beginning of sovereignty ("parade of sovereignties").
